Proposal: Definitions

Thats the following new rule be added to the ruleset

Definitions:

The following Definitions apply to all rules using the terms defined.

A COST is the energy or power expended in order to cast a spell, craft a gegaw, or perform some other similar task

an EFFECT is any change made within the GNDT as a result of the effects section of the spell, ability section of a gegaw, or similar EXCEPT for those relating to balance.

Balance Changes as a result of spells cast, gegaws used, or any other action are defined to be neither a COST nor an EFFECT
