Proposal: New Core Ruleset

[ A revamp of the Core Ruleset, as raised a while ago. ]

Repeal Rules 1-11 and replace them with the Rules given at http://kevan.org/temp/newruleset.txt, provided that the contents of the text file haven't changed between the time of this proposal being made, and the time of its enactment.
