Proposal: Game Over, Continue? (Y/N) [Trivial]

Add the following to the end of Rule 12, Zombies:

If a Horde ever ends up with 0 Zombies, it immediately moves to the Graveyard.

Move all Hordes that have 0 Zombies at the time of enactment of this proposal to the Graveyard.
