Kevan's fix was sensible, but missed one.

Should this Proposal pass, Brendan shall gain no Dignity for its passage.

In Rule 18 - Solution Creation, replace

Any Management may deduct 3 Dignity from the Teamsperson who started the Project (this may only be done once per Project) and claim 1 Dignity, and the starting Teamsperson's Department loses 1 Efficiency.

with

Any Admin may deduct 3 Dignity from the Teamsperson who started the Project (this may only be done once per Project) and claim 1 Dignity, and the starting Teamsperson's Department loses 1 Efficiency.
