Proposal: Salute the Uniform, Not the Man [Trivial]

Replace the paragraph in Rule 11 which reads,

If a Department has no Head, it has an Efficiency of zero - any member of the Department may take on the role to change its Efficiency to one.

with

The Head of a Department may step down at any time, naming another Department member as their replacement if they so choose - otherwise, the position defaults to the member with the highest dignity. A Department Head who is reassigned is automatically considered to have stepped down.

If a Department has only one member, that teamsperson is always the Department Head. If a Department has no members at all, it has an Efficiency of zero - any teamsperson not currently a member of another Department may choose to join it, thus becoming the new Head, and changing its Efficiency to one.
