Proposal: we need more powurrr Cap'n

add the following power/effect to Rule #13 - "Experimental Modification" :

  • Regeneration (RGN) - This includes any enhancements that would add a regenerative effect to the specimen, where "Regeneration" is defined as regaining up to five(5) Life Force per day (one per point of RGN) so long as it does not take the specimen over 100 Life Force. (ie: it will slowly heal a specimen up to the default full Life Force of 100, but no further).

Proposal: Is he dead, or just asleep? [Trivial]

In Rule 2 – Specimens:
Change all places where it says "Dead" to "Idle," and "Reanimated" to "Reactivated." Remove the phrase, "or if its Life Force is less than or equal to zero”

At the end of Rule 12 – Life Force, add the sentence,
If a Specimen’s Life Force is ever less than or equal to zero, it is considered Dead, and cannot perform modifications, be modified, or engage in combat until it is reanimated.


Move the last paragraph from Rule 13 – Experimental Modification: "Raising the dead costs nothing...only ones able to do this," to the end of Rule 12 – Life Force.

In Rule 15 – The Thing in the Basement, where it says, "a list of specimens that are not dead," replace it with "a list of specimens that are not dead or idle."

If Proposal: Life is Precious fails, and Kamikaze resubmits it and it passes, undo the negative effects to Kamikaze's life force from that failed proposal. If it fails a second time, do not take away any life force for the second failure.

I think this covers all of the places where "Dead" should be distinct from "Idle," and clarifies things a little bit. Are there any I missed?
Also, I don't want to penalize Kamikaze for submitting a good idea too soon.

Proposal: Despite All My Rage ...

enact a rule entitled "Quarantine" such that:

It would behoove the Doctor for his own benefit, and for that of his experiment, to reign in those few specimens that have demonstrated a highly bellicose nature. The Doctor may quarantine any specimen that goes to the Arena and wins five fights within a given week in The Sceptic Tank for 36 hours or fewer. In The Sceptic Tank a specimen may not:

1. propose non-trivial proposals
2. receive surgical modifications
3. accept or issue challenges the would result in a battle in the Arena

Proposal: 867-5309

enact a rule entitled "Glarsh" in which it reads:

The Doctor, stopping at no perversity in the name of scientific research, has recently developed a new and peculiar substance known as "Glarsh". The effects of "Glarsh" known only to the Doctor. The Doctor may, at anytime, choose to introduce the substance "Glarsh" to the entirety of his research specimens. The specimens may choose to react to "Glarsh" in anyway they choose (i.e. drink it, attack it, ignore it, stare at it, play Go with it) in the form of a post or comment. The Doctor then chooses a suitable consequence to the given action of a specimen in the form of a GNDT entry. However, thereafter, the consequence is universal (e.g. Timmy chooses to drink the Glarsh, the Doctor informs the rest of his specimens that Timmy has developed orange spots. Every subsequent instance of drinking Glarsh will result in the development of orange spots). The Doctor chooses also when to remove the "Glarsh" from the specimen's environment. While present, the supply of "Glarsh" both to the Doctor and to his specimens is unimited.

Proposal: Speciation

Since we kept the species rule but don't have a way to change species:

At the end of Rule 11 - Species, add the following:
If a specimen is killed in combat by another specimen, the victim immediately changes its species to that of the specimen that killed it, if applicable. Such specimens, if reanimated, have a Life Force of 20. A Specimen can voluntarily change its species by being modified, either by the Doctor, at no life force cost, or by a specimen of the new species with INT of at least 2, at a cost of 20 Life Force. A Specimen with 20 life force or less cannot voluntarily change its species unless altered by the Doctor. A specimen cannot have it's species altered more than once every seven days, except by death in combat.

Proposal: Life is Precious

Create the following rule - Gravedigging

Given the increasing interest on technological enhancements, biological updates and assorted body parts, a group of undisclosed (as in, not related to any specimen known) thiefs has aquired the habit of looting corpses for black market goods.

Thus, whenever a Specimen becomes dead, if any of its Attributes has been increased as a result of a modification, then it shall lose a random modification, and wichever Attribute that modification affected must be decreased by 2
(since, for instance, when one loses his plasma-shooting cybernetic arm, he effectively lost one arm).
This effect counts as a commulative condition: cripple. An experimentation can be performed remove this condition, restoring 1 point to the decreased Attribute (a plain Modification: make me whole again), or restoring both lost points with a 25% increase for the cost in Life Force.

Note that a specimen who is cripple can have Attributes lower than 0.

Proposal : The Experimental Formula [Trivial]

Replace the paragraph beginning "Experiments drain the life force of the Specimen being experimented upon." in Rule 13 (Experimental Modification) with:-

Experiments drain the Life Force of the Specimen being experimented upon. The amount drained is equal to 8X-4Y, where X is the new level of the attribute being modified, and Y is the INT of the Specimen performing the experiment. If less than 4 Life would be drained, 4 Life is drained instead.


[ Because the existing 4(X-(Y-X)) formula can be expressed more simply as 8X-4Y. They don't call me the Doctor for nothing, you know. ]

Proposal : Attack and Defence

[ Splitting the 'combat' attribute into 'attack' and 'defence' (and adjusting the Arena rules appropriately). And slicing attributes out into a new rule, for clarity. ]

Enact a new Rule, "Attributes":-

Specimens have a variety of quantifiable Attributes, which can range from 0 to 5. Initially, Specimens have all Attributes rated at 0, except for the Doctor (whose lab gives him equivalent Intelligence of 6, the only exception to the Attribute rating limits). Attributes are recorded in the GNDT. The Attributes that can be modified include:-


  • Attack (ATT) - This includes all modifications that would make a Specimen more likely to be effective at attacking in combat, such as claws or teeth.
  • Defence (DEF) - This covers defensive modifications; physical defences such as scales, or mutations which would aid a Specimen's escape from combat.
  • Intelligence (INT) - Intelligence-enhancing experiments include extra or replacement heads or brains.


And remove the list and the paragraph beginning "Each modification has a quantifiable effect" from Rule 13 (Experimental Modification).

In Rule 14 (The Arena), replace "takes each combatant's relative Combat rating into account (i.e. giving the specimen with the higher Combat rating an advantage of some sort, this could simply be adding the Combat ratings to two individual dice rolls or as complex as playing Go with yourself and then adding the combat ratings to your scores at the end)." with:-

... takes each combatant's Attack and Defence ratings into account (i.e. giving some advantage to the Specimen whose Attack most exceeds its opponent's Defence).


Also replace "If a specimen with a lower Combat rate beats a specimen with a higher combat rate in battle" with:-

If a Specimen beats a Specimen whose combined Attack and Defence exceed its own ...


Existing Specimens' "Combat" Attributes shall be converted to either Attack or Defence at the whim of the Doctor, depending on the nature of the original modification.

Attention!

The proposal "Ian Duncan Smith" is one vote from both passing and failing. Kamikaze is the only player yet to vote on it, and while I can legally enact it under two hours, I would prefer quorum (or the definite lack of it) in such a close race.

Proposal: Since we're doing it anyway [Trivial]

Several people have claimed life force for daily posts when the rule that gave it to them was repealed by decree.
At the end of Rule 2 - Specimens, add a the following:
A Specimen may award themselves five Life Force for the first entry they post to their weblog, for a given day (this Life Force must be claimed within 12 hours of the entry being posted).

Also, anyone who already claimed life force for posting can keep it.
This way, there's still the same benefit for posts, and it will remain in later rule sets to avoid confusion.

Proposal: You have a What on your Face? [Trivial]

This is probably trivial to everyone except Kevan, who has to do all the work and therefore deserves the reward for it.

Proposal: Bow before your Superiors

If Proposal: Slayer fails, create a Rule - Overlords

Each species can have a single Overlord to rule over them. This position is marked in the GNDT in the Species column as a * next to the species. Each Overlord can choose to have claim on a dead specimen if that specimen was killed by a member of that Overlord's species; this means that the specimen, if raised from the dead, will be of the Overlord's species. Overlords can also change a specimen from a different species to their own species, at the request of the specimen. This costs the specimen 20 life force, or 10 life force if that specimen's last combat was against a member of the new species and ended in defeat for the specimen who wants to change.

Becoming an Overlord:
If a specimen is the only member of a species, it is automatically the Overlord of that species. Members of a species may agree upon a method of choosing an Overlord, such as nomination and voting. A specimen can challenge the Overlord of their species to single combat for the privilege of leadership by posting a challenge for authority; if the Overlord refuses to fight or is defeated, the challenger becomes the new Overlord. After becoming an Overlord, a specimen should choose a pretentious title and announce their accomplishment to the Blognomic world.
When a Specimen becomes an Overlord, it automatically gains 30 Life Force. If an Overlord's throne is usurped through combat, that Overlord loses 30 Life Force, unless that would kill it, in which case the new Overlord decides if they live (with 1 Life Force) or die. These Life Force gains and losses replace any changes in Life Force that would normally take place because of combat. If the position is lost or surrendered without combat, the fallen Overlord loses 20 Life Force, unless that would kill it, in which case it is left with 1 Life Force.

Benefits of Power:
Overlords can exceed their ordinary Attribute limits by up to 1, and are treated as if their Attribute scores have a "bonus" level added to them whenever they use Attributes. Overlords whose Attributes are higher than the ordinary maximum who lose their power still retain their higher Attribute score, but lose the "bonus" attribute levels.

The Doctor cannot be an Overlord or directly participate in choosing an Overlord for his species or any other, unless specifically asked to participate by the members of a species. The Doctor effectively has the power of all Overlords; he has priority claim on dead specimens, and can change a specimen's species whenever he wishes to do so, without the usual life force cost to the specimen.


Also, if Proposal: Iain Duncan Smith passes, reduce the range of Vampire COM from (4-8) to (2-6).
Since it is relatively easy to switch from species to species with this rule, this balances things out a bit.

The general idea: anyone can join a species if the Overlord will accept them, but it's costly to switch sides very often, and the Doctor can keep any species from becoming all-powerful. This also brings in politics within a species (if a species has enough specimens for it to matter). If this passes, I suggest that the first human Overlord either be chosen by the Doctor or by nomination and voting by humans. (No votes of IMP in that case, since the Doctor wouldn't participate.)

Proposal: The Thing in the Basement, Take 2

I see Kevan's point about the last monster in the basement, so here's a new version:
If "Proposal: I'm not mad! Just a little angry" passes, create a new rule:
One of the Doctor's experiments lives in the basement and needs to be fed. At intervals of no longer than eight days, the Doctor should choose a specimen at random from a list of specimens that are not dead, but can be undead. The Doctor can include himself on this list, but is not required to do so.

The specimen chosen from the list must make a nice meal for the monster in the form of 4 life force, or the amount of life force remaining in that specimen, whichever is closer to zero. The Specimen who fed it will then receive from the Creature a single biological modification (no Abs of Steel) increasing his or her lowest Attribute by one. This modification can raise a Specimen's Attributes above the ordinary maximum limit. If two or more Attributes are tied as the lowest, the Doctor should randomly choose one Attribute to raise.

If the Doctor neglects to choose someone to feed the creature, it attacks him at a cost of 20 life force and does not modify him at all. (It likes him just the way he is.)


The name of this rule is the name of the creature, affectionately chosen by the Doctor many years ago. If the Doctor does not choose a name, it defaults to "Carol."

Alter and keep rule # 11 entitled "Species" such that it reads:

Each Specimen is of a particular Species, which may be changed by events in the game. Initially, all Specimens are Human, and any late-arriving Specimens will also be Human. The Doctor is always Human.

Each specimen has a maximum and minimum capacity for certain abilities. Consequently, whenever a new species is added to the list their maximum and minimum capacities for the abilities already listed in the current ruleset must be included, also any abilities added to the ruleset must be assigned to any already existing species in terms of a maximum and minimum capacity.

Species:
Human INT (2 - 6)
COM (0 - 6)
Zombie INT (0 - 3)
COM (2 - 6)
Vampire INT (2 - 6)
COM (4 - 8)

Proposal: Let's Get Ready to Abacinate!

add a rule titled "The Arena":

Specimens may challenge other specimens to test their combat prowess in The Arena. In order for fights to occur: A specimen must move into The Arena (tracked by the GNDT) and then issue a challenge to one other specimen in the form of a post. The other specimen may either accept or decline the challenge within 12 hours of the initial challenge. If the challenged specimen fails to respond in 12 hours he/she/it is assumed to have declined. Upon accepting the challenge the specimen moves into The Arena and battle commences.

Battle:

The Doctor (never an eligible combatant) shall always preside over the fight. The Doctor determines the fight's victor by his own means so long as it is random and takes each combatant's relative Combat rating into account (i.e. giving the specimen with the higher Combat rating an advantage of some sort, this could simply be adding the Combat ratings to two individual dice rolls or as complex as playing Go with yourself and then adding the combat ratings to your scores at the end). The Doctor shall post the method and results of the battle. The victor of the fight shall be the specimen that wins the best 2 out of 3 of the Doctor's method of battle.

Spoils:

The victor of the battle shall receive a reward of 10 lifeforce and the loser shall have 10 lifeforce deducted from his/her/its total lifeforce.

Additional Conditions:

If a specimen with a lower Combat rate beats a specimen with a higher combat rate in battle then the victor's Intelligence shall increase by one.

Proposal: The Thing in the Basement

Create a new rule:
One of the Doctor's experiments lives in the basement and needs to be fed. At intervals of no longer than seven days, the Doctor should choose a random specimen who is not dead (but can be undead) to make a nice meal for the monster in the form of 3 life force, or the amount of life force remaining in the specimen, whichever is closer to zero.
The creature requires human life force to survive; if it consumes life force from a specimen who is not human, the creature lashes out at a random specimen to consume twice as much life force as before. It will continue to do this until it consumes human life force.
If the Doctor neglects to choose someone to feed the creature, it attacks him at a cost of 6 life force.

The name of this rule is the name of the creature, affectionately chosen by the Doctor many years ago. If the Doctor does not choose a name, it defaults to "Carol."

Create a new rule, "Experimental Modification":
The Doctor wishes to "experiment" to test several modifications on different specimens. Possible modifications include, but are not limited to: replacing limbs with animal limbs or mechanical (clockwork) ones or adding new limbs; skin replacement; adding claws/fangs; etc.

Each modification has a quantifiable effect, converted to Attribute scores rated from 0 to 5. Initially, Specimens have all Attributes rated at 0, except for the Doctor (whose lab gives him equivalent Intelligence of 6, the only exception to the Attribute rating limits). Attributes are recorded in the GNDT. The Attributes that can be modified include:

Combat (COM) - This includes all modifications that would make a Specimen more likely to be effective in combat, such as claws or scales, and also includes modifications like wings or animal legs that would add speed to an attack.
Intelligence (INT) - Intelligence-enhancing experiments include extra or replacement heads or brains. This could be used for performing experiments.

Each modification must be clearly defined in the GNDT comments when performed. (Example: Modification: Claws) Experiments must be performed by a Specimen with INT equal to or higher than the new level of the attribute, and cannot raise an attribute by more than one level per modification. A Specimen cannot perform more than one experimental modification per day, and cannot operate on itself.

Experimental modifications must have voluntary subjects, unless performed by the Doctor, who can tie someone down and operate at will. Anyone who performs an experimental modification on another Specimen against their will must pay the cost from their own life force, and the modification is immediately reversed.

Experiments drain the life force of the Specimen being experimented upon. The cost for is equal to the new level of the Attribute being modified, minus the margin by which the INT of the Specimen performing the experiment exceeds the new Attribute level, times 4, with a minimum of 4. For example, if a Specimen with INT 3 adds Claws to another Specimen that has COM 1, the cost is 2 (The new level) minus the difference between the INT 3, and the new level 2, multiplied by 4. (2-(3-2))*4=(2-1)*4=1*4=4, the final cost for the victim in life force.

Raising the dead costs nothing, because electricity, zombie infections, and vampire blood are at discount prices throughout October, and will be on clearance after that. Bringing the dead to life requires INT 6, and the Doctor and his Adminions are the only ones able to do this.

A Specimen's Life Force is a measure of its physical and spiritual power. When a new Specimen joins the game, its Life Force is set to 100.


Then add 100 to all Specimens' Life Forces.

In the Glossary, remove the item beginning "Liquid Life Force".

Proposal: Undeath

If "Deactivated" gets replaced with "Dead" then create a new rule entitled "Undeath" :

If a Specimen is ever marked as "Dead" (after the initial startup-idleness) then the only way they can be re-admitted into the game is for the Doctor to reanimate them (any Admin can revive the Specimen, but the act itself is counted as the Doctor reanimating them). When the Doctor reanimates the Specimen the Specimen is counted as Undead from then on, and are marked as a "Zombie".

Zombies start out with a lifeforce of negative 10 (ie: -10). The Lifeforce of Undead Specimens shall always be negative. For Undead Specimens, a negative Lifeforce corresponds to the same amount of positive Lifeforce of a living Specimen.

All Lifeforce modifications shall be sign-switched before being applied to Undead Specimens. (eg: +5 for blogging shall become -5 for blogging, taking a newly reanimated Zombie from -10 to -15 Lifeforce, which corresponds to a living person's Lifeforce of 15.)


If this gets passed then I can see it being extended or modified once we find out how Vampires become created, etc

Enact a new Rule, "Species":-

Other possible Specimens, so far as can be determined from the noises in the darker streets, are Zombie and Vampire.

New Dynasty

Welcome, my captured human specimens, to the eighth round of BlogNomic, the Second Dynasty of Kevan. I am your Doctor and shall be overseeing October's experiment - for the time being, you are advised to remain safely in your sparsely-decorated homes, and should not worry yourselves about the lack of water or electricity, nor the strange noises you may be hearing in the streets outside.

Reactivation

I, Royce, request to become re-activated. I'm sure quite a few other players will reply to this message wishing the same. I look forward to the Second Dynasty of Kevan.

And, just for the record, the Robot Theme was my idea.

Handling Accident

Another particularly unstable batch of Product has exploded in the handling-clamps of Robot Kevan, having the disasterous effect of knocking nine other Robots down to zero Power - for safety reasons, they have all been immediately Deactivated.

This puts the Liquid Power of Kevan at 226 (136+50+20+20), and the Liquid Power of Control Unit Est at 221 (121+50+50). No other Robots are considered to be active within the Factory.

Rule 15 (Malfunction) states that if the Control Unit has less Liquid Power than every other active Robot, it short-circuits and is replaced by the Robot with the highest liquid Power...
