Proposal: The Switch II
BlogNomic is preparing to migrate from Blog*Spot to its own webspace at BlogNomic.com. The Switch will involve game actions and rule changes other than those allowed by the Ruleset. These will be documented and planned by The Switch Document at http://blognomic.com/switch/ . The Switch Document takes precedence over the Ruleset in all matters related to The Switch.
This rule may not be repealed or amended until The Switch Document explicitly allows it.
No gamestate tracked by the GNDT shall change as a result of this Proposal.

Proposal: Another Action Template
An Illuminatus may, once per day, make a type of Bid, which must be defined in the ruleset, by posting to the blog in a format as defined for that type of Bid.The text in the curly braces is conditional. If the Rule Hidden Values exists, keep it, otherwise remove it.
Up to 24 hours after the Bid is posted it is in an Open state and any Illuminatus may affect the Bid by commenting with any number of FOR or AGAINST votes, each of which must be accompanied by a positive number. {This number may be a Hidden Value.} This is known as the Support Influence or Opposition Influence which has been applied to that Bid, as matched with a FOR or an AGAINST vote, respectively. The total sum of all of an Illuminatus' Support and Opposition Influence applied to all Open Bids must be less than or equal to eir current Influence.
After 24 hours, the Open state of the Bid is over and it becomes Closed, during which time no more Influence can be applied to it. {Hidden Influence Values may be revealed at this time.}
After 24 hours of being Closed the Bid may be resolved by any Illuminatus. If the total amount of Support Influence is greater than the total amount of Opposition Influence, the Bid is successful, otherwise it has failed. In either case, each Illuminatus has its Influence reduced by the amount of Support Influence or Opposition Influence it applied. {If a Hidden Value was not revealed by this time then the Illuminatus who posted it loses an amount of Influence equal to the largest individual Support Influence or Opposition Influence amount, but this is a penalty and has no effect on the Bid outcome.}
Types of Bids:
Bid for Membership. Any Illuminatus may post a "Bid for Membership: [Target Organisation]" If it is successful the Illuminatus is added to the Supporter List for that Organisation.
Bid for Control. An Illuminatus who is in an Organisation's Supporter List may post a "Bid for Control: [Target Organisation]" If it is successful the Illuminatus becomes a controller of that Organisation.
If Supporter Lists do not exist, replace instances of "Supporter List" with "Official List".
Proposal: Using Encryption
When a rule specifies that a Hidden Value is used, then where an Illuminatus would enter a number or text, e must enter the encrypted value of that number or text instead, using the encryption tool in the sidebar with a key of eir choice.(This is for use by other rules.)
When a rule forces a Hidden Value to be revealed then the Illuminatus must add a comment to eir original encrypted value, disclosing the key used and giving the unencrypted value of the Hidden Value.

Opinion: Legal Powers?
The posts were made before the ruleset changed to forbid the Organisation's controller from making the Tentative Power posts, but Rodney's approval vote was added after that.
I claim the posting restriction is only checked at the time of posting, not re-checked when the Illuminatus Rex votes, but I am not feeling 100% confident in this so I decided it would be better to bring it to everyone attention and see if I am likely to be CfJ'ed, before I start using my new powers.
The question may well come up again if an organisation changes controllers while a Tentative Powers post is still pending. (It may also come up with Illuminatus Doodle, who is in the same situation with the Professional Organisation of English Majors).

Proposal: Folded Paper Trail
Reword Rule 14 (Members Only) to:-
Each Organisation has a Supporter List, which contains the names of all official Supporters of the Organisation. These Lists are maintained by the controllers of the Organisations, and are tracked in the Wiki on the "SupporterLists" page. They can, if their controller wishes it, be encrypted using the sidebar encryption tool, with a key word of the controller's choice. (Encrypted lists may be padded out with filler text to obscure the number of supporters.)
If an Organisation changes control, its previous controller should inform the new controller of the key word, if its Supporter List is encrypted.
The controller of an Organisation may only add an Illuminatus to its Supporter List if that Illuminatus has asked to be added. An Illuminatus may never support an Organisation it controls.
In Rule 16, replace "who is in an Organization but does not control it" with "who is a Supporter of an Organization".
If "Organisation Conflict Again" passed, replace "member" with "supporter" in the rule it created.
Finally, Kevan will make the Wiki publicly editable. Or, at least, give a prominently obvious admin password, which I've done for other wikis - it's enough to stop spammers mucking things up, which is all we've really got to worry about, I think. (It gives some room for cleverly malevolent players or passers-by to amend the ruleset in subtle ways, but all the changes are logged.)

Enact a new Rule, "Organisation Actions":-
An Illuminatus may - at any time - order one of its Organisations (the Instigator) to affect another Organisation (the Target), optionally paying an amount of Influence (the Backing) to support the action.
The following actions may be undertaken:-
- Attack. Both Organisations' Reality Indices are reduced by X. X is a positive number of the Illuminatus's choice, which may not exceed the Reality Index of the smaller Organisation plus Backing.
- Overthrow. If the Illuminatus is a member of the smaller Organisation, and if the Backing equals or exceeds the Reality Index of the smaller Organisation, then its controller loses control of it (if several control it, the Illuminatus may choose one of them), and the Illuminatus gains control of it.
(The "smaller" Organisation is the one with the lowest Reality Index. If both are the same, the Instigator is considered to be smaller. References to "the Illuminatus" mean "the Illuminatus who initiated the action".)
Call For Judgment
There is some question as to when Tentative Powers for Organisations come into effect. The current text of rule 16 reads
If the Illuminatus Rex marks the post with a FOR vote, then the body of the "Tentative Powers" post is appended to this rule and becomes rule text.
Vote FOR this CfJ if you believe that this implies that the Powers come into effect immediately upon the vote being cast by Rodney, and that the actual edit of the wiki ruleset merely tracks the use of the powers. If this CfJ passes, change the wording of the above by appending "immediately" to the above sentence.
Vote AGAINST this CfJ if you believe that this implies that the Powers come into effect upon being physically added to the ruleset by an Admin. Change the above sentence to read
If the Illuminatus Rex marks the post with a FOS vote, then the body of the "Tentative Powers" post shall be added to the end of this rule by an Admin, and comes into effect at such time
These changes shall be retroactive to the creation of this rule.
Proposal: The Switch
BlogNomic is preparing to migrate from Blog*Spot to its own webspace at http://blognomic.com. This rule dictates the manner in which this migration, henceforth called "The Switch," takes place.
This rule may not be repealed by an ascending Illuminatus Rex, but may otherwise be amended or repealed by normal BlogNomic procedures. This paragraph takes precedence over any rule giving ascending Illuminati Rex repeal power.
This rule may contain uniquely numbered sections called "Phases". Each Phase will list rule changes pertinent to The Switch. These changes must be enacted according to the following guidelines and procedures.
- To "enact" a Phase is to simultaneously enact of all of that Phase's listed rule changes.
- Any Illuminatus may stipulate in a Proposal that specific Phases should be enacted. Illuminati are strongly encouraged to word such Proposals to SCHEDULE those Phases for enactment at the conclusion of the current dynasty, rather than to enact them directly. Phases may be enacted during Hiatuses; this sentence takes precedence over Rule 9.
- Any technical facilities required by a Phase must be fully functional and properly synchronized with the game BEFORE such Proposals are made. Illuminati should test this for themselves before voting FOR these Proposals, and they are encouraged to talk with the person(s) responsible for implementing that Phase of The Switch.
- Phases need not be enacted sequentially. However, a Phase may dictate that it must be enacted before, with, or after any other Phase(s).
- A Phase may dictate any other conditions that must be met before its own enactment.
This can be a convenient way to plan and organize The Switch and to let everyone know well in advance. Suggestions welcome.

Proposal: You stopped watching!
Rule 11.1: Hostile Takeovers
If organisations exist which do not have a controller, for whatever reason, then any Illuminatus may make a post to the BlogNomic front page with the title "Hostile Takeover: N", where N is any number of influence, and the name of an uncontrolled organisation in the body of the post. Any other Illuminatus may respond in a comment with a comment with a number greater than all numbers posted so far to that thread, and this may be done any number of times.
When 24 hours have elapsed since a comment has been posted, the Hostile Takeover is resolved as follows: first, the highest bid is considered. If the Illuminatus who bid that number has more influence than eir bid, eir influence is reduced by eir bid and e gains control of the organisation. If eir bid is greater than eir influence, eir influence is set to zero, and the next highest bid is considered in the same manner, i.e. the highest bidder loses all eir influence and does not gain control of the organisation. All people who bid on the auction are added to the offical list of the organisation, which is then sent to the new controller by the Illuminatus Rex.
If the organisation is uncontrolled because the controller became idle, and the controller later becomes active again, e gains a number of influence equal to the number lost by the bidders making a takeover of eir organisations, and is automatically added to the Offical List of the Organisation.
Proposal: EcoTerrorism
Remove these powers from the Greenpeace Organisation:
- If the Ruleset is changed by any other means, the Treehugger may increase eir influence by 5.
- The Treehuggers votes AGAINST a proposal count for two votes.

Tentative Powers: Worldwide Cabal of Militant Grammarians
The Illuminatus who controls Organization Worldwide Cabal of Militant Grammarians may, upon noting the presence of a grammatical error in any post on the blognomic blog, the 8th Grade English Teacher may either alter eis influence upwards 5 points or alter the dunce's influence down 5 points at eis discretion. In order to do this the 8th Grade English Teacher must post to the front page with the title "X, go to the back of the class". The text of the post must note the nature of the error, its location and the action the 8th Grade English Teacher has chosen to take in response. The 8th Grade English Teacher may not do this more than once a day.
Any member of the class may, upon noting the presence of a grammatical error in a post on the blognomic blog, bring this to the attention of the 8th Grade English Teacher by posting to the comment thread of the offending post a comment making fun of the error and its author.
For the purposes of this rule let the controller of the Worldwide Cabal of Militant Grammarians, be referred to as the "8th Grade English Teacher" let the members of the organization be known as "the class" and let any person who posts to the front page of the blognomic blog a post containing a grammar error be known as "the dunce".

The Illuminatus who controls the Mobile Phone Companies may claim 1 Influence per official entry to the BlogNomic weblog (excluding his or her own), to a maximum of 5 Influence per day. This must be claimed within 48 hours of the entry being posted.

I've also marked with AGAINST icons all Tentative Powers Rodney has voted AGAINST.
I found some of the posts to be invalid, under rule 16 provision "The body of the text of that post must begin with the phrase "The Illuminatus who controls Organization X may..."," and marked them. If someone disagrees, please CfJ.
Another thing I have done is enact, beteen other proposals, Proposal: Titles, which resulted in we having 2 rules "17" in the Ruleset. I guess this is thematically consistent, alongside with having a unnamed Rule 13. I've looked for a rule mandating rule numbering and found none.

The Illuminatus who Controls Greenpeace may be known as the Treehugger, and has the following powers:
If the Treehugger votes FOR a proposal, and it passes, the Treehugger must increase the proposer's and eir own influence by 5.
If the Treehugger votes AGAINST a proposal, and it passes, the Treehugger must decrease the proposer's and eir own influcence by 5.
If the Treehugger votes AGAINST a proposal, and it fails, Greenpeace's Reality Index is increased by one, as Greenpeace is cheered by the success of their campaigning against something.
If the Ruleset is changed by any other means, the Treehugger may increase eir influence by 5.
The Treehuggers votes AGAINST a proposal count for two votes.
Throughout this rule, the Treehugger's votes shall be considered FOR or AGAINST in the same way as the final vote tallying for the proposal including DEFERENTIAL votes later bought or modified by the Illuminatus Rex .

Proposal: An Organization of One?
If the majority of For votes (or Deferential votes which count as For votes) to this Proposal include the words Keep it Secret, then append to the first paragraph of that Rule: "E may optionally do this using the anonymous CallForJudgment account AND privately sending a copy of the post to the Illuminatus Rex."
This will actually give Organization heads a reason to let people into their Organization. The additional complication would allow people to propose powers without revealing their membership, but it would give the Illuminatus Rex more responsibility.

The controller may reward (to a maximum of 5 influence points per day) any Illuminatus that, in an official blognomic post, demonstrate exceptional use of one or more of the following devices:

A number of Organisations exist, each with a Name, and a Reality Index signifying the extent of their interaction with the world (with a minimum of zero).
Illuminati may control any number of Organisations. This control is tracked as a list in a single GNDT field for each Illuminati, with the Reality Indices given in brackets after each Organisation. (If a Reality Index changes for an Organisation, all lists it appears in must be updated.)

When an Illuminatus takes Control of an Organisation from another Illuminatus, then the Illuminatus Rex must send a copy of the Official List of that Organisation to the new Controller of that Organisation, so that e can have one.
An Illuminatus may apply to get on the Official List of an Organisation of which e is not a member, by privately contacting the Controller of that Organisation with a message containing the phrase "Am I In?" and the name of the particular Organisation. If the Controller replies to the request within 48 hours with the phrase "You're In" and the name of the particular Organisation, then the Controller may and must add the applicant's name to the Official List of that Organisation, and must notify the Illuminatus Rex that e is doing so.

Proposal: Titles
What's the fun of being in a secret society if you don't have funny titles?
Add a rule number 17 titled "Titles"
Any illuminatus may choose to have a title. These titles are tracked in the GNDT in a field called "title". Multiple illuminati may have a particular title at the same time and any illuminatus may set or change eir title at will by posting the GNDT, subject to the exceptions below. All references to specific illuminati in blog posts, comments or GNDT posts must refer to those illuminati by eir correct titles at the time of the post.
Some titles are exceptional. All exceptional titles and their effects are listed below. An Illuminatus may only take an exceptional title if the conditions outlined in the title description of the title are met.
Illuminatus Rex- The powers and responsibilities of the grand illuminatus are described elsewhere in the rules. Rodney is the Grand Illuminatus unless proven otherwise.
OK, I know I need more interesting titles, but I figured once the mechanic was in place we could work the rest out.
Tentative Powers: Organisation Quazie
If Quazie[Illum] votes AGAINST this "Tentative Powers" post, Quazie[org] is removed from the game.
