Proposal: Changing Platforms II

Reword Rule 27 (Platforms) to:

Party Platforms shall summarize the primary missions of a Party and detail events which modify Gamestate data regarding that Party or Lords belonging to it. The modifications mandated by a Platform can only be applied once per day, per Lord.

Prosperity Plaform: Economic Development. If the average Budget controlled by all Lords is greater than half the Budget controlled by the Lord who controls the biggest Budget, each Lord belonging to the Prosperity Party may raise his Confidence by 1 for every full $1,000 by which the average exceeds the half.

New Democratic Plaform: Electoral Equality. If the average Electoral Votes held by all Lords is greater than half the Electoral Votes controlled by the Lord who hold most Electoral Votes, each Lord belonging to the New Democratic Party may raise his Confidence by 1 for every full Electoral Vote by which the average exceeds the half.


Kevan shall receive half of the reward for authoring this Proposal if it passes.

Proposal : Party gain? [trivial]

In Rule 23, replace

If at anytime a party has more than 45% of the population supporting them, every Lord in that party may gain 10 confidence. That party may not gain more for 36 hours, at which point they may, provided they still have > 45%. This process continues until they have < 45%.

The office of Prime Minister is tracked in the Portfolio field of the GNDT for the Lord with that title, although it is not considered a Cabinet Portfolio.

Use it or Lose it

I just noticed a line in the Parties rule that we have been ignoring:
All Lords within a Party must name a Lord, within that Party, which they want to be the Speaker...
A number of Lords have made no Speaker choices. Since this rule specifies that you must make a choice, I think anyone could enforce that rule by making the choice for you.

For Lords in the Prosperity Party this makes little difference since we have a speaker selection protocol, but we must still observe the formality.

Proposal: Voting Machines

I've just seen a demonstration of the "eVote Blaster Extreme" electronic voting system. It has three dimensional voting icons, text messaging, a spam filter, and very sexy voice prompts. It is now available for a bargain price since the original source code was posted on the internet (the sales rep assures me that the system has been completely redesigned since that incident).

Add this paragraph after the first paragraph in rule 19 Electoral Votes:
A Lord may add false Electoral Votes to the real Electoral Votes they cast by using "[X]" to indicate AGAINST and "[V]" to indicate FOR instead of the usual voting icons. Up to three of these false Electoral Votes may be included in a Lord's vote. These false Electoral Votes are tallied just as if they were real Electoral Votes.
Add to the end of rule 20 Electoral Vote Counting:
When tallying votes, if the total number of Electoral Votes cast for that post is higher than the total number of Electoral Votes held by all Lords, the processing admin must append a note saying that there is evidence of voting fraud. After a post has been so marked, all Lords who used false Electoral Votes on that post are involved in a Scandal.

Proposal: Voter Apathy [Trivial]

Enact a new Rule, "Voter Apathy":-

Whenever a Proposal fails, any Lord may decrease public support for the Proposer's Party by 5%, within the next 24 hours, if no Lord has previously done so for that proposal.

Whenever a Lord leaves the game, public support for all parties drops by 10%.

If public support for all Parties totals less than 30%, then any Lord may declare a Riot and repeal any Rule outside the Core Ruleset, excluding this Rule and the Glossary. Public support for that Lord's Party is then raised by 10%.

Rewrite rule 27 - Platforms so it reads:

If a Lord meets all conditions required to do so, he may post an entry with subject: "Request to become Prime Minister". In the body of the entry the Candidate may say why he should become the new Prime Minister.

This is not a Proposal

I'd like to hear the people opinion about creating some random rewards (dice rolling) involving budget usage.

Something on those lines:

Once each day, a Lord with at least 10 Confidence may spend 30.000 budget and roll 2 dice. According to the the result of adding those dice, that Lord must enforce these effects:

:2 or 3 - (8,3% chance) This Lord loses 10 Confidence and an EV
:4 or 5 - (19,4% chance) This Lord loses 10 Confidence.
:6, 7 or 8 - (44,4% chance) Nothing happens
:9 or 10 - (19,4% chance) This Lord may increase the Confidence of any Lord by 10
:11 or 12 (8,3% chance) - This Lord may increase the Confidence of any Lord by 10 and the EV's of any Lord by 1.



Of course, these would be given some flavour text and the chance percentages would not be shown.

Candidature

As the current holder of that portfolio is not fully using his prerogatives, I gently ask our current Prime Minister to name me Lord Great Chamberlain.

This is to close a minor loop-hole in the Budget Proposal, where a Lord could evade taxation by immediately transferring away a Budget increase.

Create a rule Budget:

Each Lord controls a Budget, which is tracked by the GNDT as a non-negative amount of BlogDollars (B$). No action may be taken that makes a Lord budget a negative number. New Lords start with a budget of B$ 10.000.

At any time, a Lord may spend 5 Confidence to increase the budget he controls by B$ 5.000.

At any time, a Lord may reduce the Budget he controls by B$ 10.000 to increase his Confidence by 5.

At any time, a Lord may transfer as much of the Budget he controls to any other Lord.

Once a week, the Prime Minister may increase the Budget he controls by B$ 15.000.

Once a week, the High Lord may increase the Budget he controls by B$ 10.000.

In the Cabinet rule, add to the description of the Chancellor of the Exchequer role:

Within the period of 24 hours after a Lord’s Budget was increased, if that increase was not consequence of a transfer from other Lord, the Chancellor of the Exchequer may transfer to himself, to the Prime Minister or to the High Lord, from the Lord whose budget was increased up to 10% of that increase.

To the end of the Cabinet rule, add:

Once a week, each Minister may increase the Budget he controls by B$ 10.000.

When this Proposal is enacted, each Lord shall be given a Budget of B$ 10.000.

Let’s talk some real business here… I already have a couple of uses for the Budget in mind…

He's been doing such a great job with that other position that I totally trust him to juggle our Confidence.

Proposal: Publicity [Trivial]

There are plenty of opportunities for Lords to make public appearances. To name a few: somebody should be present at the ribbon cutting ceremony at the newly renovated national archives (if it gets completed on schedule); a guest speaker is invited to host the annual festival of celebrity logicians ("LOG-JAM 2004"); and there is an interview request from the news program "Inside BlogNomic" concerning our ballooning budget deficit. Let's get out there and show the people we care!

Add 5 to the Confidence of every Lord with more than 25 Confidence.
