Proposal: Titular [Trivial]

Also, this whole "poster of the DoW" thing is really cumbersome.

So, I propose we alter rule # 26 further in the following way:

Change:

BlogNomic may declare war on other Nations. To do this, a Military player must post a Declaration of War (DoW?) detailing the name, address, and reason(s) for attacking the target Nation. A DoW? passes or fails in the same manner as a proposal. If the DoW? passes, the Military player who posted it gains 15 Credits. If the DoW? fails, the Military player who posted it loses 10 credits.


To:

Proposal: The Ears Have Walls

This appears to have been suggested in passing before so I'd like to take a shot at it.

In order to have a complete victory we must have substantial proof of our opponent's submission, therefore amend rule #26 the following way:

Add:

The poster of the DoW may demand that the opposing Nation prove its compliance by posting the CCTV symbol somewhere on its webpage. If the target Nation complies by doing so, then the poster of the DoW shall be rewarded a tribute of 40 credits for a highly successful campaign. Otherwise, the afforementioned rules of war are to be followed.

Proposal: Making Rule #20 Readable

It seems that Rule #20 - "Career Options" has grown so much, that it has gotten a bit disorganized and unwieldly.

I propose that the Rule #20 elements concerning pay and benefits be split into another rule, called "Career Benefits":
Career Benefits
Citizens receive pay and benefits dependant on the branch of employment they choose.

Civilian:
- Civilians may claim 10 Credits, once per day, if they have been present in the Factory for the previous eight hours.
- If a Civilian has been in the Factory for more than 48 consecutive hours, any other Citizen may call an ambulance and have them moved to the Hospital. A player is immune to the effects of overwork if he/she has consumed Coffee within the past 56 hours.

Science:
- Scientists get 25 Credits (instead of 10) when a non-Trivial Proposal of theirs passes.
- Scientists lose 10 Credits (instead of 5) when any type of Proposal of theirs fails.

Military:
- If a Citizen has been in the Military from the Monday of a given week to the Sunday of that week, they may claim the weekly Military wage of 25 credits, or 50 during a State of War.
- Military Officers advance by taking courses at the academy, while soldiers in the Enlisted Military must advance via promotion.
- Any Officer may table a proposal to promote an Enlisted soldier to ranks 1-3. This proposal should outline why they think the specified Enlisted soldier deserves to be promoted. All Citizens vote on the proposal as per normal, and if the proposal passes the specified Enlisted Soldier advances to the next level (and only the next level).
- Only the Emperor or the General may table a proposal to promote an Enlisted soldier to levels 4 or 5.

Government:

The Government section can be filled in as new proposals are passed regarding those citizens' pay and benefits. Please note that I have not changed any of the already established rules. I just want to ensure they are easy to read and understand.

This rule will follow Rule #20 and the other subsequent rules will be renumbered. And if any of these already established rules should change before this is enacted, they will be reflected in the new rule.

Ben is now idle

I have made Ben idle, as per Rule #2, since he has not voted in more than a week. He can un-idle himself at any time by asking an admin to do so. Quorum remains at 6.

Proposal: Making favor count

In rule 5, paragraph 5, change the following:
When a Proposal is enacted, its proposer (if a current Citizen) gains 10 Credits (or 2 Credits, if most of that Proposal's FOR votes were marked Trivial). When a Proposal fails, it's proposer loses 5 Credits.

Proposal: Academia Nuts

I propose that if there is only one person in their field, they should move up the ranks at a higher
rate than normal, just as in real life. Also, instead of having to define every class in the ruleset,
have a few generic classes. Then people can form their own classes, and relate number of hours in the Academy
to moving up a level.


Level 1 - Level 2: 20 hours spent learning
Level 2 - Level 3: 48 hours
Level 3 - Level 4: 72 hours
Level 4 - Level 5: 100 hours


Levels 4 and 5 would require learning in conjunction with recommendation from a higher-up, unless none exist in the field.

Proposal: Trade workshop

I propose that a new Rule be created entitled "Education", containing the following:


The Academy conducts various courses with the aim of increasing the trade skills of the Empire's workforce.

Guidelines

  • Each course requires that a Citizen partake of a certain number of 8-hour sessions at the Academy, with a limit of one session per day.

  • Citizens do not have to take the sessions all in a row, they may take them whenever they have time, so long as the sessions add up to the required number.

  • Each course will define the number of sessions required, and the cost per session.

  • At the end of each session the Citizen must make an entry in the GNDT, deducting the course's fee and stating the # of sessions completed so far for logging purposes.

  • Each course will define which Career path it is suited for, the pre-requisite Level for attending, and the Level after completion.

  • Citizens are strongly urged to be creative in the course description.



The list of available courses are as follows:

- Introduction to Factory concepts
This class is a week-long workshop aimed at preparing Citizens for an exciting career in the Factories of the Empire. By the end of this course, students will be placed in an Apprenticeship with a local Factory on full pay and benefits. Skills gained include packing, stacking, sorting and trolley maintenance.
Payment and attendance: IFC is a beginner-level course taken in five(5) 8-hour sessions. Students may not take more than one session per day. Cost is 5c per session.
(Plain-english version: This course will advance a Level 1 Civilian Worker to Level 2. It requires that you attend five sessions. The cost is 5 credits per session)

Proposal : Ergonomically Terrific

Enact a new Rule, "Scientific Projects":-

The following is a list of current scientific Projects. Any proposals to amend or expand this list can only be made by a Scientist, and can only be voted on by Scientist and Government citizens. Such Proposals need only receive a number of FOR votes exceeding half the number of Scientists and Government Citizens, to enact.

* Synthesising Tea. When this Project is completed, 'Tea' shall be added to the Chestnut Tree menu, at a price of 4c. Any Scientist may propose to complete this project.

When a Proposal to amend a Project is Enacted, its proposer is promoted one Level, if possible.

If a Proposal to amend a Project is Vetoed, the Emperor may choose (in cases of extremely dangerous or mad research) to demote its proposer to Floorhand, for the safety of the Empire.


[ Was going to do something with Scientists simply expending time to advance projects, but that feels a little too Factory-worker. Might be worth working in later, though. ]

Proposal: Separating Education Locations

I think Aaron has a good point that a Military Education should be set up differently from that of a Civilian Education. That being so, we do need two different locations for those different tasks.

But having two Academies, an Academy and a Military Academy, could get confusing.

I propose we add the following to Rule 21:
The School. (For the education of non-military citizens.)
Also, just to clarify, we should add this after The Academy:
(For the education of the Military ONLY.)
All other references relating to the two locations should be updated.

Um...

Something screwed up while I was enacting CCTV Archive and Lottery Funding, and now the rule set ends midway through Career Options.

It's not a big deal, but I've also lost the ability to edit the ruleset for some reason.

So, if another admin would go here and copy all of the appropriate text from there back into the ruleset, it would be greatly appreciated.

You will also have to re-enact CCTV Archive, though Lottery funding should be intact. (I'll give you the 6c I earned for your troubles.)

I'd also like to have access to the ruleset again. Thank you.

Proposal: Army clarification and extension

(Trying to distinguish between footsoldiers and officers, and give the Military two alternate methods of advancement. On the one hand, Officers can advance through the Academy. It's a sure thing, but it costs money to do. On the other hand, Enlisted soldiers can advance by promotion. It doesn't cost them any money, but it's not guaranteed. I guess this rule will only work if we're going to be fighting other sites on a regular basis, since I don't know any other way a soldier would earn a promotion.)

To rule #20, Career Options add:


Military Officers advance by taking courses at the academy, while soldiers in the Enlisted Military must advance via promotion.

Proposal: Limitations

[There is an extragovernmental body special interest group which, I believe, is unworthy of certain privileges.]

A two part proposal:

Part 1. I propose an alteration to Rule #2 as follows:

Change:

"Some Citizens are Admin Staff, responsible for updating the site and the Ruleset, and are signified as such in the sidebar. Any Admin Staff may confer Admin status onto another Citizen at any time, and update th sidebar appropriately."


To:

"Some Citizens are Admin Staff, responsible for updating the site and the Ruleset, and are signified as such in the sidebar[denoted by just one text alteration feature (i.e. just bold text or just asterisks)]. There may only be 3 members of the Admin Staff at a time. At anytime, the Emperor may arbitrate as to whom shall be an Admin so long as there are 3."


Part 2. I propose the removal of all credit rewards mentioned in the Ruleset for Admins for simply maintaining the game. I.E. this includes removing but is not limited to the following:

"The Admin who sets up a new Citizen receives 10 Credits." from Rule #2
"Whenever an Admin Enacts a non-Trivial Proposal, they may claim 5 Credits. Whenever they Fail a Proposal or Enact a Trivial Proposal, they may claim 2 Credits." from Rule #5

Proposal: Edumacation

Add to Rule 21, after "Academy":
GenEd101 - Any level 1 citizen may change their "Course Status" in the GNDT to reflect taking this course. (REGISTERING)

After a citizen has been located in the academy and been registered for five (5) consecutive days (120 hours), he/she may raise his level/job status to level 2.


With this, I hope to kickstart education without doing anything too drastic. I'm hoping, as Est suggested with his initial proposal, that some sort of pay increase will accompany the various levels; however, such a change is not yet built into this clause.

Proposal: CCTV Archive [Trivial]

[ On reflection, a 24-hour thoughtcrime limit is flawed - if someone sees their neighbour criticising the Empire and reports them to a Government official (which is the only way that non-Government citizens can use the rule to their advantage, and was half the intention), the 24 hours may well expire by the time that action is taken. ]

In Rule 24 (Thoughtcrime), replace "within 24 hours of the offense" with "within seven days of the offense".

They seem to have been idle for several months after struggling under the terrible inappropriateness of the Suber ruleset to online play - some enlightenment and regime change is clearly in order.

In Rule 17 (The Imperial Lottery), replace "and the holder of that Ticket receives one Credit for every Ticket in circulation. All Tickets are then declared void, and destroyed." with:-

and the holder of that Ticket wins the Lottery. All Tickets are destroyed and converted back to Credits - one quarter of those credits are divided equally amongst the Government (rounding down), and the remainder (including any remainder after dividing) is given to the Lottery Winner.

nb: The Emperor does not have any educational benefits, but I was thinking that perhaps we could add benefits to the Emperor depending upon the experience of his cabinet. (ie: if he encourages his ministry to educate themselves, then he reaps certain benefits as well). Something to think about I guess.

We are again out of pending proposals! I don't know if that new rule that takes -5c (instead of -2c) from you for a failed proposal is scaring everyone or if its just because school is starting. Either way, get to proposing! Just look at Kevan... he proposed two and both passed!

Now is a good time for you to propose something, Non-trivial, trivial, or both! Now that we have Sub-Branches, maybe you could propose a new Sub-Branch as a way of introducing a new dimension into the game...

Proposal: Sub-Branches

[ Aaron casually mentioned adding a position "under the Civilian branch", in a Proposal - we don't really have any specific mechanics for this, and I've been meaning to implement some for a while, so... ]

Replace the first paragraph of Rule 20 (Career Options) with:-

There are four Branches of employment in BlogNomic - Government, Military, Science and Civilian. Each Branch is divided into one or more sub-Branches, denoted by the first three letters of the main branch, followed by a colon and the sub-Branch name. Each Citizen belongs to a single sub-Branch.

The following sub-Branches exist:-


  • Gov:Emperor
  • Gov:Minister
  • Mil:Soldier
  • Sci:Research
  • Civ:Worker


All Subjects are initially Civ:Worker, and the Emperor must always be Gov:Emperor. No other Citizens may become Gov:Emperor.


Replace "transfer to a different Branch" with "transfer to a different sub-Branch", and "requested Branch" with "requested sub-Branch".



All Scientists shall be moved to "Sci:Research", all Civilians to "Civ:Worker", all Military to "Mil:Soldier", all Government to "Gov:Minister", and the Emperor to "Gov:Emperor".



[ Citizens are, of course, encouraged to propose further sub-Branches. ]

In Rule 24 (Thoughtcrime), replace "any Government Citizen may fine them" with "any Government Citizen may (within 24 hours of the offence) fine them".

Proposal: Where is the Hate?

Reword Rule 28 (Two Minutes Hate) to:-

Once per week, at any time during the week, the Emperor create a post entitled 'Two Minutes Hate' nominating a subject of hatred. Citizens are encouraged to respond to this post with comments of hatred towards its subject. (48 hours after declaring the Hate, the Emperor may levy a fine of up to 10 Credits against any Citizen who failed to respond to it, or failed to respond with any hatred.)

Citizens cannot be punished for Thoughtcrimes occuring in their responses to a Two Minutes Hate.

Request

I request that Shalin be made Idle in accordance with ...
Rule # 2:
"Admin may render a Citizen Idle if that Citizen has failed to vote for more than a week, or if that Citizen has asked to become Idle."

I know Shalin may come back again anyday but it would be nice to know whose vote we are waiting for by counting on the sidebar.

Proposal: Workers of All Lands, Unite

Enact a rule "Labour Union" which states:

Civilians may organize. Civilians may join the Labour Union simply by saying so in a post. The admins will maintain a Labour Union membership sidebar by indicating members with an * (asterisk) by their name. Members of the Labour Union may:

1) Elect a Labour Union Leader through nomination and majority vote [position to be added in Rule # 20 under the Civilian branch]
2) Strike
a. The Labour Union Leader may post an announcement to Strike at anytime
b. A Strike only occurs when all the Labour Union Members have voted FOR the Strike and moved into the Factory (picketing) within 24 hours of the initial post, otherwise the Strike fails.
1. If the Strike is successful then each government official will suffer a fine of three (3) credits per Labour Union Member per 12 hour period during which the Strike lasts.
c. The Strike only lasts so long as all Labour Union Members remain in the Factory
1. However, during this time, they may not earn money for working in the Factory.
d. After the first 12 hours of a successful Strike any Government Official may (only from the Imperial Palace) call for an Injunction.
1. The Injunction passes only if a majority of non-civilians vote FOR it within 24 hours of its Proposition.
2. A successful Injunction breaks up a Strike by returning each Labour Union Member to their housing complex and fining them 15 credits (an Injunction may not be grounds for moving citizens into the Hospital).
e. Otherwise the Strike continues until other Rules, such as Rule # 20, take effect.

If the Labour Union Leader’s credits exceed those of the current Emperor, a new dynasty will begin and the Labour Union Leader will become the new Emperor.
