Proposal: Prop Declaration Clarification (trivial)

In Rule 21, after "The Concourse" add:

(Non-government citizens must be here to put forth proposals)

I understand that this is already stated in Rule 3, but I feel that adding this will assure that those making proposals will do so from an appropriate place
