Proposal : Lottery Funding [Trivial]

[ Allowing Citizens to do their bit to support the Government, when playing the Lottery. ]

In Rule 17 (The Imperial Lottery), replace "and the holder of that Ticket receives one Credit for every Ticket in circulation. All Tickets are then declared void, and destroyed." with:-

and the holder of that Ticket wins the Lottery. All Tickets are destroyed and converted back to Credits - one quarter of those credits are divided equally amongst the Government (rounding down), and the remainder (including any remainder after dividing) is given to the Lottery Winner.
