Proposal: Officers Shouldn't Drink (Trivial) (Law)

Add the following rule to Good Conduct:


Rule: Officers of the law may not consume hooch in the sight of any other officer. An officer may consume hooch in the Bordello, however, since it is assumed that any witnesses are equally implicated for being in such a disreputable location. PUNISHMENT: The officer loses 10 status and is suspended, thus becoming a citizen. The suspended officer may ask to be reinstated by The Man after 24 hours have passed.


This needs to be resubmitted as the Bordello did not exist at the time of the original proposal's enactment.

Proposal: All in a Day's Work [Law] [trivial]

Create a new Rule, "Police Rewards":
Whenever a Person goes to Prison, the Arresting Policeman receives a reward of 5 Status.

If there ever exists such an action as Issuing a Warrant, delete the text of this Rule and replace it with:
"The first Policeman to lawfully Issue a Warrant regarding any offense receives a reward of 5 Status. Whenever a Person goes to Prison, the Arresting Policeman receives a reward of 5 Status, unless the Arrest is under a Warrant that the same Policeman issued."

Codename GNDT Active

Haven't had a chance to dig through all today's MyDoom spam, but if The Don or The Man want to add anyone to the Codename GNDT, they can do so through the new, improved GNDT secret-admin screen (which now demands a password before letting you view the config file).

The password for the codename GNDT is the same as for the normal one, which I don't think causes any problems. IPs are also thrown away on the codename GNDT - I'll implement some consistent-obfuscation when I've got five more minutes.

Proposal: Don't worry lads, I've got a brilliant idea [MOB]

Create a rule, entitled Jobs:

The Don can call upon his mobsters to perform Jobs. These include, but are not limited to:

The Bank Job.
The Don selects at least 3 Mobsters. He then gives them a time, in GMT, at which they must perform the job. At that time (or within 5 minutes either way) all three of thse mobsters must move to the bak location, remain there for at least 5 minutes, then leave.

If there are already policemen in the bank, the Job can be called off, although if any of the mobsters do appear they immediately get arrested and made a prisoner.

If an equal or greater number of Police than the number of raiding mobsters enter the bank while the job is under way, all the mobsters are arrested and the job fails. If the police bust this job in progress, they all recieve 10 Status and the Man recieves 20 Status.

If a number of policemen smaller than the number of raiding mobsters enters while the raid is under way, the Policeman looses 25 Status and the raid succeeds.

If no policemen disturb the job, it succeeds. The Don gains $500 and each participating mobster gains 10 Status.

Following a bank job, the Don must post a BlogNomic entry notifying the other Persons that the job has taken place.

Supplying the Speakeasy
The Don selects one mobster to go to the River at a specific time. That Mobster must stay at the River for at least 5 minutes, following which they must move to the Speakeasy for a further 5.

If any Policeman intercepts him at the River, he is arrested and the job fails.

Once he gets to the Speakeasy, a number of policemen equal to all the mobsters in that location, plus one, are required to make the bust. Only the mobster carrying out the job can be arrested.

If successful, the Speakeasy gains 50 Units of hooch, and the Don gains $1000.

The Man may also give his Policemen Jobs. Some of them are listed here.

The Bordello Bust
The Man must select at least 3 policemen to carry out this Job. They must move to the Bordello at the designated time and remain there for at least 10 minutes.

If a greater number of Mobsters appears to defend the Bordello in that time, the Police are defeated. Each participating Policeman looses 10 Status.

If the Bordello is not protected in the 10 minutes, the Man can declare it dispersed. The Bordello is removed from the roster of locations and each participating Policeman gains 10 Status. The Don looses 25 Status, but may build another Bordello at a further cost of $1000. If there is a Policeman in the Bordello at the time of the raid who has claimed 5 Status for his presence there in the last 6 hours, he is fired from the force and arrested.

All Jobs must be assigned, with times, at least 24 hours before they are due to take place. Any Person may refuse to do a job for the Man or the Don, but if either the Man or the Don considers the reason for such a refusal to be illigitimate or unreasonable they have the power to impose a descresionary 5 Status fine. If a Person is asked to do a job for the Man or the Don, they should reply with 16 hours of the request; if they do not, it is assumed that the request is refused. If the Person in question has posted or voted on BlogNomic in that time then the status fine may be applied. In all cases, Jobs must only refer to the Persons codename.

Proposal: Codenames are People Too (Trivial) (Law)

Add the folowing to rule 19: Codenames:

Codenames are treated as people under the rules except where otherwise specified. Codenames may not vote on proposals.

Codenames may not be arrested, but a person may be arrested for crimes committed under a codename if that codename has been revealed at the time of the arrest.


It seems unclear whether I can do anything under a codename that I can do under my real name, so I'm proposing a clarification. This also clarifies how a codename's owner may be held responsible for crimes commited under the pseudonym. We may need more here. Take a look and let me know what you think.

Call for Judgement: Conditions Fulfilled after Proposal Passes

I just noticed an interesting situation, and I'm not sure how it should be resolved. My proposal Conduct Becoming an Officer contained a condition to add to itself if the location Bordello exists. The Bordello exists, but came into existence after Conduct passed. My interpretation is that the conditional clause of Conduct comes into effect, but I may be mistaken on this. I propose that this conditional come into effect now. If others disagree, I will submit a new proposal to add the clause to Conduct.

Proposal: The Bloated Corpse of Miss Manners [trivial] [Law]

Append to Rule 4 - Proposals:
If a Player posts a Proposal that ends with a phrase such as "comments welcome," it is considered good playing ettiquette to post objections or considerations first, and to delay voting for twelve hours after the Proposal's post time. After that period, it is considered good playing ettiquette to vote at one's earliest convenience.

I appologize for not being active so far in this dynasty, but things have been really problematic offline. I thought things would get better and I would be able to play, but unfortunetly things have gotten worse, and I will be removing myself from the game after I finish this.

I hope to come back eventually, though it will likely be several months at the least before I am able.

An idea that occured to me recently, that I don't have time to set-up before leaving is that livejournal communities could be used to organize groups of players (i.e. schools, the mob). Name them something like BlogNomic1, BlogNomic2, etc. so they could be used in multiple dynasties, set the admission to closed, and then give the password to whoever needs to be in charge each dynasty. As long as all the entries are set to friends only it should work fine.

Add a new rule, entitled Politics [Mob]

A Person may spend their Cash to lower the Status of any Person at a rate of 10 Status lost per $100 spent. This is immediately recorded in the GDNT. A Person can lose no more than 30 Status in this way per 24 hour period.

This way, we won't have so many "comments before voting", delaying voting for ages.

Proposal - Jury of Your Peers [Law]

In Eighteenth Amendment, delete the phrase "If this Arrest is in all ways lawful, the Arrested Person becomes a Prisoner"

Add a new rule, entitled Trials [Law]:
When a Person is lawfully Arrested, that Person's condition becomes Jailed. When Jailed, the Person may not propose any new Proposals, but may still may vote on Proposals or Calls to Judgments, or issue Calls to Judgements. While Jailed, an Arrested Person and the Arresting Cop may name a Defense Lawyer and a Prosecuting Lawyer, respectively. Persons may decline to be lawyers.

After a Person has been Jailed for 24 hours, a Trial takes place. During a Trial, the status of the Arrested Person and half of the Defense Lawyer are added; this is the Defense Status. Likewise, the status of the Arresting Cop and half of the Prosecuting Lawyer are added; this is the Prosecuting Status.

If the Defense Status is greater than 110% of the Prosecuting Status, the Arrested Person becomes free and may vote on Proposals. The Defense Lawyer receives a bonus of 10 Status. The Prosecuting Lawyer receives a penalty of 10 status.

If the Defense Status is less than or equal to 110% of the Prosecuting Status, the Arrested Person becomes a Prisoner. The Defense Lawyer receives a penalty of 10 status. The Prosecuting Lawyer receives a bonus of 10 status.


If Arresting Mr. Hyde [Law] passes, add the following sentence to the third paragraph of the rule Trials [Law]: Any Warrants used for the Arrest are null and void, and may not be used for further Arrests.

If Get your skates on, mate [LAW] passes, add the following sentence to the third paragraph of the rule Trials [Law]: The Arrested Person may immediatly apply for a new Codename from the Don or the Man.

Proposal: Arresting Mr. Hyde [Law]

Create a new Rule, "Warrants," which reads:
While Persons may be Arrested for certain actions as provided elsewhere in the rules, a Mob Name may not be Arrested. (A Person who has been revealed to use a certain Mob Name, however, may be Arrested for crimes committed under that Mob Name.)

If a Policeman observes that an Arrestable offense has been committed under a Mob Name, the Policeman may issue a Warrant for the arrest of that Mob Name by posting an entry in the blog stating the offense and the Mob Name. If any Person is ever revealed to use that Mob Name, any Policeman may then Arrest that Person for the crime for which the Warrant was issued, even if other conditions for Arrest (such as still possessing Hooch they brewed) are no longer met. (If a Person commits an Arrestable offense under a Mob Name he has not been revealed to use, and no Warrant is issued, that Person cannot ever be Arrested for that offense.)

Any Person arrested under a Warrant shall be in Prison for 24 hours. If multiple Warrants are issued against the same Mob Name for separate Arrestable offenses, the time for which the Person is imprisoned is cumulative.

If "Codename" is ever a game term, replace all instances of "Mob Name" in this Rule with "Codename" and delete this paragraph.

Add a new Rule, "Unmasking:"
A Person is said to be revealed to use a certain Mob Name when that Person publicly announces that they use that Mob Name. They may also be revealed to use the Mob Name through an Allegation. In an Allegation, a Person (the "alleger") posts a blog entry declaring that another Person (the "accused") uses a Mob Name, along with any evidence to that effect that he or she may wish to put forth. When an Allegation is posted, People other than the alleger and accused may vote as to whether they believe that the Allegation does (check) or does not (X) provide enough evidence. If (Quorum - 1) People vote that it does, the Allegation is Sustained. If there are enough votes against the Allegation that the Allegation cannot be Sustained, then the Allegation is Overruled. If Players cast multiple votes, only their last vote counts.

If an Allegation is Sustained, the accused must comment on the blog entry to confirm or deny the allegation as soon as possible. The accused must be truthful in their comment. If the Allegation is confirmed, all those who voted that the Allegation provided enough evidence gain 2 Status, as does the alleger; the accused is revealed to use the Mob Name. If the Allegation is denied, all those who voted that the Allegation provided enough evidence lose 2 Status, while the alleger loses 10 Status.

If an Allegation is Overruled, the alleger loses 5 Status.

If "Codename" is ever a game term, replace all instances of "Mob Name" in this Rule with "Codename" and delete this paragraph.

Admittedly, this requires that we trust our players not to cheat. I'm comfortable with that; what say you guys? Sorry about all the edits, by the way; charge that to upstart inexperience.

Proposal : Cleaning the Bath [Trivial] [Universal]

[ Tidying up the Bathtub wording, and defining 'objects' while I'm at it. ]

Replace the first paragraph of Rule 14 with:-

Bathtubs are a type of object. People receive a free Bathtub when they join the game. No more than once per 24-hour period per Bathtub they own, any Person may brew one unit of Hooch.


Enact a new Universal Rule, "Objects":-

Various objects exist in the city; these are tracked in the GNDT, where they belong to People. A Person may give an object they own to another Person, at any time, provided that they share a Location. A Person may also discard an object they own, at any time.

Proposal: Sale of Intoxicating Liquors [Law]

It's illegal to brew hooch; for consistency, it should also be illegal to buy or sell it. This will also put extra pressure on brewers of hooch to make sure their buyers unload it fast.

Amend the Eighteenth Amendment to read:
Any Policeman may Arrest any Person (other than the Don) who he observes, via the GNDT, to have brewed, bought, or sold Hooch within the preceding 24 hours -- provided that the Person who received Hooch as a result of this action still has at least one unit of Hooch. If this Arrest is in all ways lawful, the Arrested Person becomes a Prisoner. Unfortunately, Policemen may not constitutionally arrest perps whose actions' benificiaries have already unloaded their Hooch, due to lack of evidence.

I was checking the GNDT, for... unspecified reasons, when I came across something odd. the rule 'moonshining [universal]' states that:

When this rule is passed, all People have one Bathtub. A Bathtub is a game object, trackable via the GNDT. No more than once per 24-hour period per Bathtub they own, any Person may brew one unit of Hooch -- again, a game object trackable via the GNDT.

unless I missed something, the GNDT has nothing to track hootch in it, thus keeping everyone from brewing hootch. could we get an admin to fix this?

Proposal: Let's Play A Game [Mob]

If 'Short whistly bit' passes, add a new city location:

Casino

Create a new rule: Casino

Inconspicuously disguised as a club; the Casino offers various games that allow Persons to gamble on the chance of increasing their cash flow and hooch is also available for sale. The Casino is run through the main GNDT. The Casino has a Status (beginning at 50), a hooch inventory and Cash (beginning at $500) which is tracked in the GNDT. The hooch in the Casino’s Inventory is considered hidden until a bust occurs.

Upon opening, the Casino may sell hooch to its patrons for $150 per unit and purchase hooch for $125 per unit from a Person. However, each patron who wishes to obtain hooch must purchase a license stating that all purchases of hooch is to remain on the premises for $10.

Casino Busts By The Man

If a Policeman has evidence that The Casino is currently taking part in illegal activities (Gambling) they may file a report to The Man. The Man may order a bust, demand a bribe by emailing the Casino Manager or ignore it completely. After receiving the report The Man may post a comment in the GNDT "This is a bust!"; however this must be must take place within 10 minutes of the illegal activity. All Persons within the Casino at the time of a bust (including Casino Manager) loses 10 Status and the Casino Manager can be put into jail or left with a hefty cash fine (Max: 1/2 current Casino cash). The Man may choose to reward the policeman 10 Status for contacting him. After the bust takes place, the hooch in the Casino's inventory is revealed to the Man. Busts cannot occur when the Casino is closed.

Casino Manager

The Casino Manager is a Person with no traceable mob or police connections that oversees all Casino activities. In order to open and close the Casino Manager must post a comment in the GNDT. The Manager does not participate in games. If the Manager is arrested by The Man, Casino activities stop until the Manager is released or bailed out. A Person may nominate themselves and have a second in the nomination and must have the approval of The Don.

Games

Once the Casino is declared open, the Manager may chose the game(s) to offer the patrons for the purpose of gambling. Persons can register to play a game that is being offered by making a comment in the GNDT. All bets are handled by the Manager. All bets are in Cash denominations and there is no limit to the amount a Person can bet. All losing bets are added to the Casino's Cash. Current games available are:

*Craps Shoot:
The shooter wins on a first roll (2d6 or DICE DICE) of 7 or 11, or loses on 2, 3 or 12. Otherwise the shooter rolls until the number first rolled is rolled a second time - a win - or a 7 is rolled - a loss. Shooters bet before rolling, as others may. Side bets may be made thereafter as applicable, if there are takers. (The fancy line play of modern casinos is ignored.) Once the shooter loses, the next player who signed up for the game becomes shooter. This is continued until all persons signed up for the game have had a turn. This game can be played by 2 or more Persons.

Add a new category in the GNDT called Hooch. Nominations will begin once this proposal is passed, this is done by posting a blog entry. If "Root of all evil" fails or is repealed, remove all Cash references and replace them with Status; remove the phrase "and Cash (beginning at $500)". In the second paragraph remove the phrases: '$150', '$125' and '$10' and replace with: '20 Status', '15 Status' and '5 Status'.

Proposal: Cayvie's Legacy [trivial] [Law]

There's a typo in the Ruleset which normally wouldn't require a Proposal to correct -- but I've been advised that this is an exception.

Rule 9, Dynasties, in granting the Man veto power, says he has "the following statuss". Once upon a time, this read "the following powers", and gave the Man the ability to change the color scheme and veto things. But when Joranj acceded, all instances of the word "Power" in the ruleset got changed to "Status." And suddenly, the Man did not, technically, have veto power.

Is it a typo? Probably. But there's a chance that Cayvie set this up intentionally. If so, Cayvie, I tip my hat to you -- but we need to put it back the way it was.


Amend the phrase "the following statuss" in Rule 9, Dynasties to "the following powers."

Proposal : Autotyping rules [Law]

Ive noticed that things get quite hairey, since rules are not necessarily given the type of their parent proposal, so to fix this...

This proposal is dependant on Proposal Unruliness Failing [Sentence added for clarity, has no rule-based effect]

Should Proposal : Unruliness Fail -

Add the following after the first paragraph of rule : 12 - Law and The Mob


All rules created by a proposal be considered to be of the same type (Law Mob Universal) as the proposal that created them, unless specifically stated otherwise.Should a proposal have mutliple types, then only the first type listed is applicable for the purposes of this rule.


Additionally any rule, whos type is undefined, currently existing in the ruleset or that would be in the ruleset should it have a type defined, be updated to give it this type.

[Just want to make sure we dont lose any rules that dont define their types, but still allow the creation of rules of either type should someone want to do something clever.]

Call for Judgment

Sorry to be Calling for Judgment so much, but there's a problem. "Law and the Mob Proposals" says that all Proposals are either Law Proposals, Mob Proposals, or Universal Proposals. Strictly speaking, that doesn't mean that a Proposal can't be more than one of those at once -- and indeed, we have two Proposals pending which label themselves both [Law] and [Mob]. Not a big problem by itself, but "Law and Mob Proposals" also says:
DEFERENTIAL votes on a Mob proposal are treated as the same as the Don's vote, instead of The Man's. If the Don has not yet cast a vote on a Mob proposal, DEFERENTIAL votes are ignored.
Since the [Law]/[Mob] Proposals are, among other things, Mob Proposals, that means all the numerous Deferential votes in them go to the Don, not the Man. I don't think that's what we want, and I don't think that [Law]/[Mob] Proposals are meaningful now that we have the Universal type. Therefore, I suggest that we:
A) Clarify the relevant paragraph of "Law and Mob Proposals" to make it read: "...all Proposals are either Law Proposals, Mob Proposals, or Universal Proposals, but not more than one", AND
B) Treat all currently pending Proposals that claim to be more than one Proposal as Universal Proposals.

Call for Judgment

Earlier today, "There Are Some Laws Higher Than Any of Us" passed, stating that all Proposals must be tagged as Law, Mob, or Universal. Joranj subsequently vetoed the Proposal "Money" for being untagged. I submit that this was illegal. Only a Proposal may be vetoed, and "Some Laws" states that an untagged Proposal is "not considered a true Proposal." Therefore, an untagged Proposal may not be Vetoed, any more than it may be Passed or Failed. As a remedy, I suggest that the Veto not stand, and that play continue as normal, treating the so-called Proposal: Money as a blog comment.

Proposal: Short whistly bit [LAW]

Create a rule, entitled City Locations:

Each Person's location is tracked in the GNDTs, and any player can change their location at any time. The value in the Codename GNDT and the realname GNDT can differ, allowing for alibis and misdirecton; however, unless there is a specific reason stipulated as involving codenames in the ruleset (such as a Jobs rule, should one pass), the Codename's GNDT location must always be About Town. The following significant locations exist in the city:

The City Hall
The Bank
The Speakeasy
The Bordello - All Persons in the Bordello gain 5 Status every 6 hours. They may not stay in the Bordello for longer than 24 hours, and may not visit it more than once every 5 days. If they exceed the 24 hour limit, they may be moved by any other player to the About Town location.
The Don's Mansion
The Police Station
Jail
The River
High Street
About Town

Upon enactment of this rule, all Persons are moved to About Town.

Proposal: Get your skates on, mate [LAW]

You all know what this is part of.

Create a second GNDT. Create a rule, entitled Codenames:

There is a second GNDT, set up with a Codename for each Policeman and Mobster. Policemen may email their codenames to the Man; Mobsters may email their codename to the Don. Civilians may have codenames, which they may email to either the Man or the Don.

The Codename GNDT is used to store information about Mobsters and Policemen while operating under codenames. If a Policeman or Mobster takes any action that requires them to use a codename then the effects on themselves are recorded in the Codename GNDT. Any actions that would affect their normal username continues to be recorded in the real-name GNDT.

Create a field on the second GNDT entitled 'Status.' Status on the codename GNDT is initially set to zero and is always expressed as +x or -x.

If at any point a Policeman or Mobster's code name is revealed, it ceases to exist. The Person may transfer all values form their Code-name to their real name exacly, except where specified here. If their codename is revealed or discovered, the Person may apply the value of their Codename status, -10% (rounded down), to their real name status. Any Person may choose to reveal their own codename at any time; if they choose to do this, they may apply their codename status value +10% to their Person Status.

Any field that exists in one GNDT must exist in the other.

Once specified, a code name cannot be changed. Once a Person's code name is revealed, they may not create a new code name for at least 5 days. Following this period, they can create a new code name by emailing either the Don or the Man respectively. Continued failure to maintain code-name secrecy may result in a drop in status, at the respective leaders' descresion.


If Proposal: Mob Names passes, remove the following paragraph from rule 13:

Each Mobster has a Mob Name - a pseudonym which The Don may use to refer to them in public without betraying their identity (and which allows past game behaviour to be tracked and verified, once the Dynasty ends or an identity is otherwise revealed). A Mob Name may not be changed once chosen.

Proposal: Conduct Becoming an Officer (Law)

Code of Conduct
Police Officers are expected to conduct themselves an an appropriate fashion. They are encouraged to follow a set of rules, called 'Good Conduct', each rule having a punishment that may be applied to a player breaking that rule. More rules and punishments may be added by additional proposals. Any police player who chooses to identify an infringement and applies the punishment to a player receives a reward of 5 status. A player may not punish him or her self.

Good Conduct:
Rule: An officer who addresses The Man in any public forum must address him as 'Sir'. PUNISHMENT: The player loses 10 status.


If a location called the Bordello exists, add the following rule to Good Conduct:

Rule: Officers of the law may not consume hooch in the sight of any other officer. An officer may consume hooch in the Bordello, however, since it is assumed that any witnesses are equally implicated for being in such a disreputable location. PUNISHMENT: The officer loses 10 status and is suspended, thus becoming a citizen. The suspended officer may ask to be reinstated by The Man after 24 hours have passed.


If a rule allowing Officers to carry out jobs or busts for The Man exists, add the following rule to Good Conduct:

Rule: Officers may never consume hooch while carrying out a job for The Man, even if he would normally be allowed to by another part of the ruleset. Punishment: The police officer becomes citizen and may not become a police officer again.

The Rule of the Street
Mobsters have a certain code of conduct they adhere to. This code consists of a set of rules, called 'The Code', each rule having a punishment that may be applied to a player breaking that rule. More rules and punishments may be added by additional proposals. Any Mob player who chooses to identify an infringement and applies the punishment to a player receives a reward of 5 status. Proposal : Unruliness [Trivial] [Universal]

[ Much as I enjoy the pun of the "Mob Rule", the distinction between Law Rules and Mob Rules isn't actually proving to have much potential. It'd be useful for the "Jobs" that Joranj was suggesting, but I can't imagine much else - we might as well just tack on a couple of "This rule may only be amended by a Law Proposal" clauses, instead of keeping track of a defined Law/Mob state for every single Rule. ]

Rename Rule 12 (Law and The Mob) to "Law and Mob Proposals", and reword the first paragraph to:-

All Proposals are either Law Proposals or Mob Proposals - they should have either word in brackets, after their titles. If no such signifier is specified, or if both are specified, they default to "Law".

The current vote status of the queue-blocking proposal Some Laws are Higher Than Any of Us is 4 in favour (Satyreyes, ChinDoGu, Mal3, Keitalia), 2 against (Kevan, Wittgenstein) and 3 deferential (Kamikaze, Orkboi, Zev) - eight players have failed to cast any sort vote on it, including The Man.

It doesn't seem particularly healthy to time it out when voting is so divided (and when The Man's vote could take it either way), so I'll leave it open for now.

Joranjetti's Henchman, Veto

Admins note: Rule 9, Dynasties, grants the Man "the following statuss". I'm assuming this should read "the following powers", or else the Man can't legally veto anything! How 'bout a fix? I'm beggin' ya...

Proposal: The Root of All Evil [Mob]

If The Black Market passes, the rule Cash is repealed.

Add a new rule, entitled Cash:
An attribute called Cash exists. Cash is represented by the symbol $. Cash represents a medium of exchange. Every Person carries an amount of cash. This is tracked in either the player GNDT or the pseudonym GNDT. A Person's Cash may not fall below $0. The Man and the Don start with $1000. All other Persons begin with $0.

Cash may be transferred from any Person to any other Person, for any reason. The reason for the transfer does not have to be explained.

The Man and the Don each gain $1000 at 0:01 GMT every Monday morning. This may be logged later in the day.


Add two paragraphs to Moonshining:
Persons may trade Cash for hooch. The amount of Cash and hooch are to be decided between the traders. The trade is logged into the GNDT. The trade may be implemented under pseudonyms. The trade may happen on the same 24 hour period as the hooch was brewed.

Mobsters may sell hooch to a speakeasy for the price of $150 per unit of hooch. Hooch may not be sold to a speakeasy until 24 hours after it was brewed.

I've enacted "Cash" as a Universal Rule, despite "Some Laws are Higher Than Any of Us" having no clear explanation of what category unassigned Rules should be given. Proposal: A way to encourage voting on proposals (trivial) [Law]

If I recall correctly, a similar thing was in place when I first joined Blognomic.

Anyway, add the following sentence to the end of Rule 6 - Enactment

Whenever an admin enacts or fails a rule that has been pending for more than 48 hours, he/she has the option of deducting 5 Status from the accounts of all active Persons who did not vote on the proposal.

A person must have at least one bullet and a gun in order to shoot another person. When a gun is fired by a person, that persons bullet count goes down by the number of times the gun is fired. Bullets may be traded freely among players.

The blogger.com front-page mentions the availability of "Atom"-style RSS feeds, so I've enabled one for BlogNomic, for the benefit of anyone who uses an Atom-supporting newsreader. I've been wanting to add an RSS feed for months, before this, but couldn't see any way to do it.

It also might mean that we can get a syndicated LiveJournal feed set up - I'm not sure if they support the Atom format or not, though.

Create a second GNDT. Create a rule, Codenames

There is a second GNDT, set up with a Codename for each Policeman and Mobster. Policemen may email their codenames to the Man; Mobsters may email their codename to the Don. Civilians may not have codenames.

The Codename GNDT is used to store information about Mobsters and Policemen while operating under codenames. If a Policeman or Mobster takes any action that requires them to use a codename then the effects on themselves are recorded in the Codename GNDT. Any actions that would affect their normal username continues to be recorded in the real-name GNDT.

Create a field on the second GNDT entitled 'Status.' Status on the codename GNDT is initially set to zero and is always expressed as +x or -x. If at any point a Policeman or Mobster's code name is revealed, they may apply the value of their Codename status, -10% (rounded down), to their Person status. Any Person may choose to reveal their own codename at any time; if they choose to do this, they may apply their codename status value +10% to their Person Status.

Any field that exists in one GNDT must exist in the other.


If Proposal: Mob Names passes, remove the following paragraph from rule 13:

Each Mobster has a Mob Name - a pseudonym which The Don may use to refer to them in public without betraying their identity (and which allows past game behaviour to be tracked and verified, once the Dynasty ends or an identity is otherwise revealed). A Mob Name may not be changed once chosen.


Create a rule, entitled City Locations:

Each Person's location is tracked in the GNDTs. The value in the Codename GNDT and the realname GNDT can differ. The following significant locations exist in the city:

Create a rule, entitled Jobs:

The Don can call upon his mobsters to perform Jobs. These include, but are not limited to:

The Bank Job.
The Don selects at least 3 Mobsters. He then gives them a time, in GMT, at which they must perform the job. At that time (or within 5 minutes either way) all three of thse mobsters must move to the bak location, remain there for at least 5 minutes, then leave.

If there are already policemen in the bank, the Job can be called off, although if any of the mobsters do appear they immediately get arrested and made a prisoner.

If an equal or greater number of Police than the number of raiding mobsters enter the bank while the job is under way, all the mobsters are arrested and the job fails. If the police bust this job in progress, they all recieve 10 Status and the Man recieves 20 Status.

If a number of policemen smaller than the number of raiding mobsters enters while the raid is under way, the Policeman looses 25 Status and the raid succeeds.

If no policemen disturb the job, it succeeds. The Don gains 50 Status and each participating mobster gains 10 Status.

Following a bank job, the Don must post a BlogNomic entry notifying the other Persons that the job has taken place.

Supplying the Speakeasy
The Don selects one mobster to go to the River at a specific time. That Mobster must stay at the River for at least 5 minutes, following which they must move to the Speakeasy for a further 5.

If any Policeman intercepts him at the River, he is arrested and the job fails.

Once he gets to the Speakeasy, a number of policemen equal to all the mobsters in that location, plus one, are required to make the bust. Only the mobster carrying out the job can be arrested.

The Man may also give his Policemen Jobs. Some of them are listed here.

The Bordello Bust
The Man must select at least 3 policemen to carry out this Job. They must move to the Bordello at the designated time and remain there for at least 10 minutes.

If a greater number of Mobsters appears to defend the Bordello in that time, the Police are defeated. Each participating Policeman looses 10 Status.

If the Bordello is not protected in the 10 minutes, the Man can declare it dispersed. The Bordello is removed from the roster of locations and each participating Policeman gains 10 Status. The Don looses 25 Status, but may build another Bordello at a further cost of 10 Status. If there is a Policeman in the Bordello at the time of the raid who has claimed 5 Status for his presence there in the last 6 hours, he is fired from the force and arrested.

All Jobs must be assigned, with times, at least 24 hours before theyare due to take place. Any Person may refuse to do a job for the Man or the Don, but if either the Man or the Don considers the reason for such a refusal to be illigitimate or unreasonable they have the power to impose a descresionary 5 Status fine. If a Person is asked to do a job for the Man or the Don, they should reply with 16 hours of the request; if they do not, it is assumed that the request is refused. If the Person in question has posted or voted on BlogNomic in that time then the status fine may be applied. In all cases, Jobs must only refer to the Persons codename.


If Takeraway and Booker and Prohibition both fail, add the following rule, Jail:

Some People may be Prisoners. This is marked in a GNDT column. While a Person is a Prisoner, he/she may not make Proposals of any sort, though he/she can still vote on them. If a Mobster is a Prisoner, he/she may make a private request to the Don to be removed from the list of Mobsters. The a Policeman is ever made a prisoner, they may be fired from the Police by the Man. Being arrested automatically carries a 15 Status fine.


A few notes:
Firstly, the times of jobs have to be rigidly enforced and exact to allow for undercover police and mob moles. It's also slightly more realistic.
Second, new jobs can be proposed by anyone, but obviously the Man and the Don decide when and if they take place.
Third, I wanted to put a Police equivilent to the Bordello but I couldn't think of one. But again, locations can be adapted and proposed.

Proposal: Urban Sprawl [trivial] [Law]

I'm sure everyone has noticed by now, but we seem to have 20 People, and we're having difficulty making Quorum even on Proposals where it's obvious within hours whether enactment will occur. We need lots of things, but more aggressive recruiting isn't one of them. As such:

In Rule 3, Status, replace "the nominated Person gains 50 Status" with "the nominated Person gains 20 Status," and "the new Person gains 25" with "the new Person gains 10".

Besides, I think all but one of us will readily agree that Kevan is too darn far ahead already.

Create a new rule, entitled Cash
Every Person shall have an amount of Cash, denoted by the symbol $. This shall be tracked in a GNDT field. Persons shall begin with $0. The Cash a Person has can never fall below $0. There are several manners a Person may gain or lose Cash:

Cops (including the Man) receive a salary of $100 every 24 hours.

Civilians reveive a salary of $50 every 24 hours.

Mobsters do not receive a salary, unless they are also a Cop. Mobsters make Cash by selling hooch at $150 per unit to a speakeasy. A mobster may make the hooch themselves or buy it from someone else for an amount of Cash agreed upon by the seller and the buyer. A mobster cannot sell hooch during the same 24 hour period as the Mobster made it. A Mobster can sell hooch during the same 24 hour period as it was bought from someone. The locastion of the hooch and Cash shall be entered in the GNDT.


If Prohibition fails, then this proposal fails.

[Just trying to rework the money idea Kevan proposed. Since I think Cash will be generally a mob concern, I think it belongs as a mob rule.

The speakeasy is this proposal is not meant to refer to any specific speakeasy, such as in The BlogNomic Job, only to a general buyer of hooch.]

Create a rule, called Weapons, which states:

All members of the Mob (including the Don) and all members of the Police (including the Man) shall be armed with Guns. Civilians shall not be armed with guns.

A Person may shoot a Gun only if they both have the Gun and meet further conditions defined elsewhere in the Ruleset; if no such further conditions exist, they may not shoot the Gun.

A Police officer (including the Man) who shoots a civillian will be peanalized 20 Status. A member of the Mob who shoots a Police Officer shall gain 15 Status. A member of the Mob who shoots the Man gains 30 Status.

A Person who is shot must recover for 24 hours. During that time, they cannot take any actions.

Any Persons may drink Hooch, except for the Man. A Person who consumes Hooch should remove the amount of Hooch they have consumed from their inventory (a.k.a. Hoochventory) on the GNDT. Hooch does not come in quantities any smaller than the Unit and thusly no Person, who consumes Hooch, may consume less than one unit of Hooch on a given day.

Proposal: Rely a bit too heavily on alcohol and irony [Mob]

should proposal "Prohibition" pass, add as a Mob rule "Addiction" which says:

Hooch is an addictive substance. Consequently, should a Mobster consume Hooch for the first time in a given week, they must consume an equal quantity of Hooch once again within that same week. Should a Mobster fail to do this, his/her erratic, unproductive, and dangerously incriminating withdrawal symptoms prompt the Don to kick him/her out of the fold and he/she ceases to be a Mobster and reassumes civilian status.

The Don merely contracts a bit of a headache should he fail to consume the requisite Hooch.


I made this a mob rule because I am playing fast and loose with the assumption that the police have corrective services at their disposal. If you disagree with that assumption then feel free to vote against this.

Also, note that this makes it particularly risky to drink on Sundays. The Lord is indeed watching.

[ Setting the stage for the Mob to perform actions without betraying their real identities; that The Don can declare that Messrs Black, Green and Puce are going on a Bank Heist with Jimmy the Fish as the driver, and the four pseudonymous Mobsters can confirm this in comments to complete the action.

They're more codenames than mob names (the Police will know that Jimmy the Fish was the driver, but might not know his real-life identity), but it's a useful mechanic for performing secret activities and later (most likely during Ascension) confirming them. ]


Add to Rule 13 (Identities), after the second paragraph:-

Cayvie enacted the proposals from the beginning of this dynasty whilst those from the end of last dynasty were pending. While I accept that those who have applied to the Police or the Mob should not need to apply again, I put it to you that Cayvie should not yet be the Don, and on the passing of this Call to Judgement the position becomes open for anyone (including Cayvie) to claim for themselves.

[ The idea of 'Status' is beginning to seem a bit subjective - is it Status in the eyes of The Man, or The Don, or the general public? Should Status really be consistent between Police and the Mobsters - that if a high-ranking Mobster defects, he keeps his Status?

Not really a Call for Judgement, but sort of

It occured to me that if a proposal says "If Proposal: xxx pased, do this", and xxx fails, then the proposer should still get the points if it passes. Yes, the proposal didn't do anything, but that doesn't mean it didn't pass. Am I right?

Proposal: Secret Information (trivial)

I can see that this Dynasty will heavily revolve around secret knowledge. Kevan, is it possible to create another GDNT that requires a password to see?

Anyway, today's proposal is: create a rule, called "Knowledge", reading:
All information about the game is public knowledge, and available to all Persons, unless otherwise stated in the rules.

Proposal: Let's keep things tidy

If Proposal "Mob Rules" passed, create the following rule titled "Dismissed":
In exceptional circunstances, the city may decide that The Man is no longer fit for his job, and replace him by another Person. However the establishment of said circunstantes, as well as the method for nominating the replacement, must be defined by Law Rules

I don't know what the usual statute of limitations is on this kind of thing, but I've been having a lot of fun for almost a month here and I usually check in several times a day. I'd like to be an admin.

Proposal: Prohibition

If the proposal "Mob Rules" passes, add the following Law Rule, "Moonshining":
When this rule is passed, all People have one Bathtub. A Bathtub is a game object, trackable via the GNDT. No more than once per 24-hour period per Bathtub they own, any Person may brew one unit of Hooch -- again, a game object trackable via the GNDT.

...And the following Law Rule, "Eighteenth Amendment":
Any Policeman may Arrest any Person (other than the Don) who he observes, via the GNDT, to have brewed Hooch within the preceding 24 hours -- provided that that Person still has at least one unit of Hooch. If this Arrest is in all ways lawful, the Arrested Person becomes a Prisoner. Unfortunately, Policemen may not constitutionally arrest perps who have already unloaded their Hooch, due to lack of evidence.

Finally, if "Mob Rules" passes but "Takeraway and Booker" fails, instate the following Law Rule, "Jail," from the latter proposal:
Some People may be Prisoners. This is marked in a GNDT column. While a Person is a Prisoner, he/she may not make Proposals of any sort, though he/she can still vote on them. If a Mobster is a Prisoner, he/she may make a private request to the Don to be removed from the list of Mobsters.

Why brew hooch? Who decides whether an arrest is lawful? And how do you get out of jail? You decide!

Some People are Prisoners. This is marked in a GNDT column. While a Person is a Prisoner, he/she may not make Proposals of any sort, though he/she can still vote on them. If a Mobster is a Prisoner, he/she may make a private request to the Don to be removed from the list of Mobsters.


and, if Proposal : Identities passed, add a new Law Rule, "Arrests":-

At any time, a Policeman may Arrest another Person by making a post to Blognomic. Both the Don and The Man must reply to this post within 48 hours stating whether the target of the Arrest was, respectively, a Mobster or a Policeman. Neither the Don nor The Man may take any other game actions (e.g. Proposals, voting, altering GNDT) while there exists a pending Arrest that he/she has not commented on, declaring whether the target is on his/her list. If one or the other does not reply to the Arrest post within 48 hours, the Arrest attempt fails, with no repercussions on anyone (except suspicion).

If, on the other hand, both the Don and The Man do state whether the Arrest target was on their respective lists, then the following events take place. If it turns out that the Arrested Person was a Mobster, that Person becomes a Prisoner and loses 20 Status, while the Arresting Policeman gains 20 Status. If, additionally, an Arrested Mobster was also a Policeman, he/she gets removed from The Man's list and loses an additional 20 Status. However, if the Arrested Person was not a Mobster, then the Arresting Policeman loses 25 Status, and nothing happens to the target of the Arrest.

If a non-Policeman tries to Arrest another Person, then The Man replies to the post, saying so, and the Arresting non-Policeman becomes a Prisoner (for unprovoked assault) and loses 10 Status. Then we all point and laugh.

The Don may not be the target of Arrests.

Proposal : Identities

If the proposal "Mob Rules" passed, add a new Law Rule, "Identities":-

All People have at least one Identity - Policeman, Mobster or Civilian. These Identities are not public knowledge, although The Man is always a Policeman and The Don is always a Mobster.

Each Person, except for The Man and The Don, begins the game as a Civilian.

A Person may apply to become a Policeman by contacting The Man; they may apply to become a Mobster by contacting The Don. If a request is approved, they gain that Identity and are added to their boss's private list.

Proposal : Mob Rules

[ Reworking the double-ruleset idea into a single split ruleset. I think it's reasonable that if, say, the Mob are running a black-market moonshine operation, the police should be fully aware of its mechanics, even if they are powerless to intervene. Letting the Mob perform GNDT changes according to a secret ruleset leaves the game wide-open to everything from careless oversight to huge, undetectable scamming.

Also introducing The Don, to give Mob Proposals a distinguishing feature, and to start to set up the Mob... ]


Add a new Rule, "The Don":-

At any given time, a single Person may be The Don. The identity of The Don is public knowledge, and is shown in the sidebar.

If there is no Don, any Person (other than The Man) may claim the role by making a BlogNomic blog posting to that effect.


Add a new Rule, "Law and the Mob":-

All Rules are either Law Rules or Mob Rules, and all Proposals are either Law Proosals or Mob Proposals - they should have either word in brackets after their titles. If no such signifier is specified, they default to "Law".

Mob Proposals may be vetoed by The Don in the same way that The Man would veto a Proposal.


All existing Rules (including "Law and the Mob") shall be made Law Rules, except for "The Don", which shall be a Mob Rule.

Proposal: State of Play

Create a new rule, entitled Jobs.

Persons can hold down one of several jobs. These are tracked in the GNDT. They are listed below.

Policeman- gains 5 Status per day. [If Turf War passes] Their votes count as two votes in all Law Proposals, but they have no vote in Street Proposals. If The Man ever finds that a Policeman is working for the Mobsters in the Streetstate, they are dismissed, imprisoned (see below) and disallowed from becoming a Policeman again.
Mobster- Looses 3 Status per day. [If Turf War passes] Their votes count as two votes in all Street Proposals, but they have no vote in Law Proposals.
Prisoner- Any Mobster or crooked Policeman caught by the Man is made a Prisoner for the duration of their sentence.
Professional- Gains 2 Status per day.

Proposal: Turf War

Upon enactment of this Proposal, the Man shall designate an Person to create a second BlogNomic blog. There shall also be two new Wiki pages made, one entitled the Law, the other entitled the Rules of the Street.

An account shall be made an given posting privilages to this second Blog; the username for this account will the TheMan, and the password will be BlogNomic.

Create a new rule, entitled City Politics.

The Blog at http://blogspot.blognomic.com shall be designated the Lawstate. The other blog shall be designated the Streetstate. Both blogs are subject to the Rulestate, and both use, affect and are affected by the same GNDT. Changes to the Rulestate may only be Proposed in the Lawstate blog; however, they are not considered to be part of the Lawstate for the purposes of this rule.

The Lawstate is subject to any rules passed to the Law, while the Streetstate is subject to any rules passed to the Rules of the Street. Proposals to change either the Law or the Rules of the Street must be proposed in the same format as a normal proposal, but with the Proposal prefix changed to either Law Proposal or Street Proposal. A player may have no more than a total of 4 pending Law and Street proposals at a time, and for the purposes of Status gains or losses these proposals are considered Trivial. Law and Street proposals must be posted to the blog they will affect.

The Lawstate
This is the Man's area of control. In the Lawstate, he has executive Veto, and can force any Proposal through that has at least one half (rounded up) of Quorum voting For.

The Streetstate
The Streets are run by the Mob. The Man may not initially know the web address of the Streetstate; should he ever find it, he may make a post on both the Streetstate (using the "TheMan" account) and the Lawstate declaring the Streetstate dispersed. Should this ever come to pass, the Rules of the Street are reset and a new Streetstate may be set up without the Man's knowledge.

Ascension Address

OK, perps, you’ve done your time and you’re free to go. A lot’s changed out there since you got put away; the economy collapsed, alcohol’s illegal and a bunch of mobsters think they’ve got the run of the streets. But they’ve made the same mistake as you, my young delinquents – they reckoned without the Man. Don’t think that just because some fat guy with a tommy gun is making moonshine in his basement means that the mob rules this city; the Man is watching them, and the Man is watching you, and if you so much as step out of your house with a bad attitude you’ll be cooling your heels with Fat Tony the Moonshine Maker. Gottit?




Alright, recruits, listen up. The Mob is running us ragged; for every one we bust, another two start making runs across the river. We’ve lost more men this year to booze than to bullets, and I’ll be surprised if all of you are still wearing a badge next year. To be honest, I’ll even be surprised if more than half of you aren’t wearing coffins. But as long the Man’s in charge of this city, we won’t let crime and fear rule our streets; with him at our head, we can still beat the mob. Do your duty!
