if proposal 'Hey, what's Cops and Robbers without guns' passes, add to it:

Each person shall have an ammount of bullets, tracked by the gndt. This ammount will be a non-negative integer. Each person starts out with no bullets. A person must have at least one bullet and a gun in order to shoot another person. When a gun is fired by a person, that persons bullet count goes down by the number of times the gun is fired. Bullets may be traded freely among players.
