Proposal: Imperial Ceiling

We've got a lot of new people coming in. I think this is excellent, but, as people have said, the number of proposals could quickly get out of hand. Therefore, I propose a limit of sorts on the number of citizens in this great empire, by amending rule 2, Citizens, in the following manner:

Append the sentence "There may at no time be more than 20 citizens total in Blognomic." to the end of the first paragraph.

This seems an altogether fairer method of making the tide of proposals more manageable than further limitation of proposal rights.

Proposal: Most successful proposals

Enact a new Rule: "PostNum-Contest":

Of all active BlogNomic players, the one who incurs the greatest number of successfully enacted non-trivial proposals in a weeks time from Sunday 00:00:00 to Saturday 23:59:59 shall be awarded an amount of credits equal to one-half of the standard amount (10 credits/prop) obtained from the successful proposals.

Example week:
  Player A successfully enacts 3 non-trivial proposals (3x10cr)=30cr
  Player B successfully enacts 2 non-trivial proposals (2x10cr)=20cr

Player A would thus earn a 15-credit bonus at the end of the week.

If two players pass the same number of proposals, the single bonus amount is split between the two.

I also ask that I be promoted to a Governmental position to help counter balance the influx of Shalin as a military unit and to help keep the ratio of citizens to civil servants what with the promise of Shalin's friends joining.

In rule 3, amend the sentence:
Any Citizen may propose a change to the Ruleset or gamestate, provided that Citizen has fewer than two non-trivial Proposals pending, by posting an entry which begins with the paragraph "Proposal : [Title]" in bold text (where [Title] is a title of their choosing), and describes the changes they wish to make.

so that it reads:

(With the amount of players ever growing, the number of potential pending proposals is swiftly growing out of control. This proposal is an attempt to keep a check on the pace of the game so citizens don't have to spend all their time reading proposals, voting, and seeing which of the proposals of yesterday were enacted or rejected.)

Proposal: The Emperor's Party (revised)

Enact a new Rule, "The Party":-

Members of the BlogNomic weblog may, at any time, choose to align themselves within the infrastructure of the party system by stating in a comment that they wish to join The Party. Government citizens will be responsible for acknowledging and changing the status of the citizens to the appropriate party. Any citizens who requests admittance to The Party and is not granted it by a government citizens within 48 hours of request will be awarded 5 credits from each government citizens credit stock and be admitted to The Party by changing their own status. This will keep government citizens on their toes to keeping watch on each proposal's comments.

Active members of The Party exist under a higher law(ruleset) of the Emperor. Such members will be immune from Thoughtcrime relating to their personal weblog, but still exist under thoughtcrime applied in BlogNomic.

To remain an active member in The Party, one must pay a weekly party fee of 10 credits to the Emperor. If such fee is not received once per week, the Emperor may relinquish the member of all duties affiliated with The Party.

New members of The Party will be placed in a class of their choosing (either B or C, unless they're gov't citizens) upon admittance. The hierarchy will be set as follows :
Class A Party members are those who reside in the Imperial Palace (and thusly are employed in the Government Branch). These individuals are in charge of admitting new members into The Party and will earn pay derived from the equal splitting of party membership acquired from members, split between government citizens.
Class B Party members may propose revisions of the current ruleset in which only other individuals of The Party may vote.
Class C Party members are the default member class of the Party. The advantage of being in class C, and thus having less privileges than the other classes, is that for each proposal initialized by a Class B member, and voted on by a Class C member with a vote of FOR or AGAINST (not Imperial), the Class C member earns one (1) credit.


So, as a synopsis: A's are gov't officials who are in charge of admittance and paid w/ split fees; B's are the only Party members who can Propose new rules, edits, and the like; and C's earn 1 credit for each FOR or AGAINST vote. It is likely that an edit would consist of B's getting paid more for successful propositions, but that's not included in this initial proposal.

Call For Judgement: Fine for not voting after 48 hours

Trying to be a law-abiding citizen, I appropriately fined Ben 10 credits (from 55 to 45) for failing to vote within 48 hours on pending Proposal: "Teaching the Citizens," as per Rule 7 of the Ruleset.

He responded by altering his score back to 55 (from 45) with this explanation: "You can't fine after the proposal ceases pending. CFJ if you disagree with that, of course, the rule's a bit ambigious."

Yet Rule #7 states:
"If a Proposal has been pending for more than 48 hours, any Citizen who has been a Citizen for 48 hours, who has not yet cast a vote on that Proposal may be fined 10 Credits, by any Citizen, provided that they have not already been fined 10 Credits for not voting on that Proposal."

There is no time limit in which to fine a player who fails to vote, therefore I would like a Call for Judgment on this matter. If you agree that the Rule was followed correctly, please vote in favor. If we can't enforce rules that are already passed, how can we expect the game to progress?

If this passes, I would like to attach, "This fine may be imposed within a week of the pending proposal being enacted or failed." to Rule #7 to prevent anyone from receiving fines months or years down the road.

Enact a new rule "Telescreen"

Any citizen who does not post an entry to their personal weblog for three (3) consecutive days will be fined 10 credits.

When a day occurs that all active citizens [excluding the Emperor] post an entry to their respective personal weblogs, the Emperor will award each active citizen with a 3 credit stipend from his personal finances for their accordance to CCTV surveillance and proven loyalty to the government.

Proposal: Concourse Forum

I propose to amend rule 3, Proposals, by adding the following sentence to the end of the first paragraph:

"A citizen must either be located in the Concourse or the Imperial Palace in order to make a proposal."

It really doesn't make sense to me to allow citizens to propose laws from within the hospital, factory, etc. I figure the concourse could be sort of like ancient forums.

The Bank. For a fee of 5% (rounded up), Citizens may use the Bank to transfer credits from their own account to others. In order to perform a transfer a Citizen must move to the Bank, remove the desired amount plus the 5% fee from their own credit tally, and add the desired amount to the credit tally of the Citizen they wish to receive the transfer. The Citizen may not reduce their credits to a negative value during this process, nor can Citizens with negative credits initiate a transfer.

Enact a new rule, "Two Minutes Hate":

Once per week, at any time during the week, the Emperor create a post entitled 'Two Minutes Hate' with any content he desires. If any Citizen adds a response of at least 30 words within 24 hours of the creation of said post, the Emperor can award them 2 credits for every pending proposal in the proposal queue. In additon, Citizens cannot be punished for thoughtcrimes occuring in their responses to the Two Minutes Hate.

If my proposal entitled "Chestnut Tree Cafe Menu" passes, I propose to add the following text:

"Any player present in the Chestnut Tree Cafe may buy the following items for the listed prices: Coffee (4c). These items are assumed to be consumed instantaneously."

Also, I propose to add the following text to Rule 20, Career options:

"A player is immune to the effects of overwork if he/she has consumed Coffee within the past 32 hours"

Players would be able to report their consumption of Coffee (and other future menu items) by removing 4 credits from his/her account with the comment "Coffee." Note that this rule extends the working hours in the factory by 8, not by 32 (it might have been confusing, dunno)

In order to avoid erroneous voting and provoke more thought and consideration when voting I suggest that the following be added to Rule 4:

If a fellow citizen has provided a praise or critique that is eloquent and thorough it is sufficient to merely second that citizen's praise or critique. Voting IMPERIAL is the same thing as seconding the Emperor's praise or critique. Failure to provide a reason for one's vote shall result in a fine of Three(3) credits.

An addendum to Cayvie's proposal as the following:

1) The position of Cafe Manager shall be added to the positions list. To be appointed by a government official.

2) Cafe manager shall receive 5 credits for each person who appears in the Chestnut Tree Cafe, purchases an item and proposes a passing menu item for that week

3) The Chestnut Tree Cafe menu shall not exceed ten items

4) Menu Item proposals shall appear in the form of "customer suggestions" the form includes:

a) the item
b) the price of that item
c) the item that 'a' shall replace if the items on the menu already = 10 (a customer may also request the removal of an item simply by leaving 'a' blank and filling out 'c'

5) Menu Item proposals for the week are collected at the end of the week and then voted on by all those who were customers for that week

6) The Cafe Manager may ignore the vote of the customers and select his own Menu items form those proposed
a) however at the risk of being removed by a majority vote of the week's customers
b) upon successful removal a replacement shall be made by a government official

Proposal: Mongering

Enact a new rule, entitled "War" with the following text:

"A nomic is considered hostile if it contains, in its rules, an explicit declaration of war against Blognomic. Upon being alerted to a hostile nomic's existence, the Emperor may, at his or her discretion, declare Blognomic to be in a State of War, and immediately amend this rule so it states which nomic or nomics Blognomic is at war with."

If the proposal "Military Wage" passed, amend the weekly Military wage to be "25 credits, or 50 during a State of War."

alter the wording of rule #22 : "Occupational Health and Safety (OH&S) regulations" to:

When a Civilian leaves the Factory for a rest period, OH&S regulations state that they are not allowed back onto the premises for another 8 hours. Constant breaches of this regulation (as determined by the Emperor) are grounds for governmental OH&S inquiry into the running of the Factory, during which the factory must be shut down to avoid tampering of evidence. During a Factory shut-down no-one may work in the Factory, and as such Civilians cannot claim credits for merely being present in the Factory whilst Government officials carry out the OH&S inquiry.

optional, dependent upon the "OH&S extension" proposal failing: "The scheduled timeframe for an OH&S inquiry is 48 hours. If no further evidence of malpractice is found within this timeframe it is assumed the Factory is safe to re-open".



I hope that that clarifies things sufficiently, I have moved the timeframe for the inquiry into a seperate proposal, if that fails then the optional text should be kept, else it becomes redundant.

Royce Takes a Moment to Comment

Hey, I just wanted everyone to know that I really like the way this game is going. I've been part of another online nomic for about a year now, and I joined BlogNomic at the beginning of the First Dynasty of Lyndse, and I have never seen such good and creative things in a nomic as the ones I have seen this past week. I think we owe it to the leadership of Kevan, and our several new players for this BlogNomic renaissance that we are expieriencing. I hope it continues for a long time to come.

Proposal: The Emperors' Party

Enact a new Rule, "The Party":-

Class A Party members are those who reside in the Imperial Palace (and thusly are employed in the Government Branch). These individuals are in change of handling proposals, and other admin-related duties.
Class B Party members serve as the administatiors of thoughtcrime. Individuals belonging to this tier of The Party may propose revisions of the current thoughtcrimes in which only other individuals of Class B may vote.
Class C Party members serve as the default level for members of The Party. Those who long for the advantages of The Party and wish not to be prosecuted under Thoughtcrime in their personal weblog or receive additional duties may exist in Class C.

Enact a new Rule, "Thoughtcrime":-

The following Thoughtcrimes exist in BlogNomic, with appropriate fines:-

* Criticising the Empire or the Emperor (50c)
* Posting about not having posted recently (20c)
* Swearing (5c)

If a Citizen commits a Thoughtcrime in their personal weblog, any Government Citizen may fine them the relevant number of Credits (or all of their Credits, if the fine would take them below zero). Once a Citizen has been fined for a particular instance of a Thoughtcrime, they may not be fined for it again.

When a Government Citizen fines a Citizen for Thoughtcrime, they may claim half of that fine (rounding down) as a bonus.

Thoughtcrimes are categorised at the fining officer's discretion, and may be challenged by a Call for Judgment. Any Government Citizen responsible for an overturned fine may, at the Emperor's discretion, be demoted to Civilian.

Any Government Citizen may, in comments, stamp this application with a FOR or AGAINST stamp (if it has not already been stamped) and, if stamping in favour, reassign the Citizen to their requested Branch.

It appears a few career branch transfer applications have been lost in the shuffle of paperwork. In the comments for the proposal "Grey Suits", Royce requested to join the Military, and Mat the Government. In the comments of the proposal "Providing for the common good" Squirrel requested to become a scientist. (I think. Might have gotten some names or branches switched around.) While government citizens certainly aren't required to implement these requests, I doubt they were intentionally unacknowledged.

Proposal: Overwork amendment

NB: the "Overwork" proposal has been enacted, yet I cannot see the "Hospital" location nor the accompanying rule added into the ruleset yet. However, as they are said to have been enacted, I will procede anyway

Add a rule "Occupational Health and Safety (OH&S) regulations"

I will propose the first regulation in this series to be:

When a Civilian leaves the Factory for a rest period, OH&S regulations state that they must not be allowed back onto the premises for another 8 hours. This regulation is to be enforced by Factory security. Constant breaches of this regulation (as determined by the Emperor) are grounds for governmental inquiry into the running of the Factory, which requires a shutdown period of at least 48 hours.


In effect, "Factory security" is an invisible entity. It is, in fact, any one of us that notices the breach of this rule.
