Proposal: Overwork amendment

NB: the "Overwork" proposal has been enacted, yet I cannot see the "Hospital" location nor the accompanying rule added into the ruleset yet. However, as they are said to have been enacted, I will procede anyway

Add a rule "Occupational Health and Safety (OH&S) regulations"

I will propose the first regulation in this series to be:

When a Civilian leaves the Factory for a rest period, OH&S regulations state that they must not be allowed back onto the premises for another 8 hours. This regulation is to be enforced by Factory security. Constant breaches of this regulation (as determined by the Emperor) are grounds for governmental inquiry into the running of the Factory, which requires a shutdown period of at least 48 hours.

In effect, "Factory security" is an invisible entity. It is, in fact, any one of us that notices the breach of this rule.
