Proposal: Allocations

In rule 17, replace "among 4 areas: Defense (D), Public Works (W), Reconstruction/Welfare (R), and Industry/Business (I)." with:
among four areas: Defense (D) Construction (C), Research (R) and Industry (I).


Remove all players choices for budget preferences, and allow each player to alter their preferences once.

Proposal: Human?

In the last paragraph in Rule 2:

Remove: 'human'

Add in a new paragraph in Rule 2 stating:

A Representative may choose not to be human in the current Gamestate. Instead they may design their own alien race which possesses various traits. These traits are determined by their own creativity. The Representatives will notify the Council and the Speaker by posting on the weblog.


An example of traits would be: Peaceful/WarLike, Scholarly, Advanced in (field), etc.

Proposal: Adamantium Integration

[With this proposal, I hope to start a trend to integrate mined elements into actual gameplay]

Add a sentence in the second paragraph of rule 20 that states
For reasons of maintenance a planet must have 1 unit of Adamantium for each ship possessed.


Also, in rule 21, add a sentence to rule 21, paragraph 2:
The value Z represents the number of units of Adamantium possessed by the planet. Each unit is used to sustain ships (see rule 20).


I do realize that, because one can only search for adamantium once, that if one fails, then no ships would be allowed. I'm hoping another element is proposed to account for this.

Proposal: Relevance [Trivial]

Add to the end of the second paragraph in rule 20:
However costs are reduced by the Representative's Defence preference as a percent. For example, a Fighter, for a Representative with Defence preference 20, would cost 10 - 20%=8 Mega-Credits.


The preferences should have more effect, but this is the only obvious one. I'll support any other suggestions.

Pending Budget Proposals

The following are possible budget proposals for the council.

Proposal: D:30, W:30, R:30, I:10.
Proposal: D:20, W:20, R:30, I:30.

Please mark the comment box with the choice you believe will best serve your constituents. Votes will be tallied in approximately one week, at which time you will be taxed to fund the chosen budget plan.

Please note: I won't be voting on these unless it is to break a tie, so a vote of Imp is effectively abstaining. Since you can effectively vote for one proposal or the other, or abstain, I thought I would keep it in one post to simplify the tallies.


Proposal: Tidying Resources [Trivial]

Rename rule 21 "Resources". Replace "will initiate a wide-scale search for Adamantium, a crucial construction resource. By a quirk of physics, adamantium is more common on smaller worlds." with "will initiate a wide-scale search for valuable resources. The following resources are known:". Replace "Each Representative may search for Adamantium once," with "Adamantium: a crucial construction resource. By a quirk of physics, adamantium is more common on smaller worlds. Each planet may be searched for Adamantium once, by the Representative that conrols it,". Replace "Name:DICE+X-5" with "Adamantium on Name:DICE+X-5".

Oh, and Damanor, you have to change your preferences again. You've got mine now.

Proposal: To boldly go...

To the end of Rule #11 - Planets, add the following text before "A Representative in Interstellar Council may... " :
Any Represented Planet that possesses a Star Ranger may undertake a mission to explore the galaxy in search of new Planets. The procedure for exploration is as follows:
  • Send the Star Ranger on an exploration mission, at a cost of 10 Mega-Credits (ie: deduct 10 Mega-Credits for supplies used).
  • Make an entry in the GNDT: "[Name] - exploration:DICE", if the result is an even number then you find a habitable planet. If it is an odd number you find nothing this time.
  • If you find a habitable planet, make another entry in the GNDT: "[Name] - planet size:DICE". The number rolled equates to the size number of the planet found.
  • Name the Planet found, and post an announcement with the following title form: "New Planet found! - [new planet name]", (eg: New Planet found! - Hillel) at which time the discoverer may regale the Council with tales of their race's heroism and pioneering spirit.


Adding a way for anyone to come up with new Planets, in a fair, random fashion, with a fairly nominal cost of 10MC for naming rights.

Proposal: The Final Frontier... (Trivial)

In Rule #20 - Military Force, change:
There are two types, Cruiser and Fighter class. A Cruiser costs 30 Mega-Credits to build, and increases the Rep's Oornot value by 10. A Fighter costs 10 Mega-Credits to build, and increases their Oortnot value by 1.

Proposal: Colony Seed Ships

General changes:
  • change all references to "Trade shipyard" to "Civilian Shipyard"
  • change all references to "Combat shipyard" to "Starfleet Shipyard"

In Rule #15 - "Infrastructure":
  • add the following ship-building option under "Civilian Shipyard" :
    Colony Seed Ships allow the colonisation of uninhabited Planets, and can be built at a cost of 50 Mega-Credits. Colony Seed Ships take 48hrs to complete.
  • add "24hrs to construct" after the cost of each existing Infrastructure point.

Proposal: Adamantium testing

The council, in its efforts to rebuild the shattered economy, will initiate a wide-scale search for Adamantium, a crucial construction resource. By a quirk of physics, adamantium is more common on smaller worlds.

Create a new column in the GDNT, labelled 'Resources'.

Each Representative may search for Adamantium once, by making an entry in the GDNT with "Name:DICE+X-5" in the comments, replacing Name with the name of their planet or system, and X with 2 if the planet or system is small, 1 if it is medium, and 0 if it is large. If the result is a positive number, then adamantium is found. That Representative may write in the 'Resources' column 'Adamantium(Z)', replacing Z with the result.

There's no way of getting Adamantium out of the ground yet, as I'm too tired.

Proposal : Green Belt

Proposal : Budget Around

[ Hefty tidying-up of budgets - proposing that they become officially tracked by the GNDT alone and simply default to specific values for unrepresented Planets, and that we refer to the active budget and budget preferences as "Universal Budget" and "Planetary Budgets", for ease of thinking and reference. ]

In Rule 18, replace "preferences in spending, listed in the planet's description" with "preferences in spending, a Planetary Budget, listed in the GNDT", and "no two Planets can have identical preferences" with "no two Represented Planets can have identical Planetary Budgets".

If "Change is good, but it'll cost ya'" passed, delete the sentence beginning "Once a planet", and add the following paragraph to Rule 18:-

A Representative may update their own Planet's Planetary Budget in the GNDT, at any time. This costs 10 Mega-Credits.


Also add to Rule 18:-

Unrepresented Planets default to a Planetary Budget of 10/30/30/30.


In Rule 17, replace "budget plan" with "Universal Budget Plan", "budget spending priorities" with "Universal Budget priorities", "budget preference" with "Planetary Budget" and "current budget figure" with "Universal Budget".

And finally, swap Rules 17 and 18 around in the ruleset, since the former uses terminology which isn't defined until the latter.

Proposal: Expand Your Borders #2 (trivial)

Amendment of 'Expand Your Borders' in Rule 11 will be altered to read:

A System without a Representative can be assimilated into the Council by being conquered by a represented System or by being chosen by a free agent or new member to become their Representative.

Conquering:

In order for a represented System to conquer unrepresented Systems, the current Representative must have access to a fleet large enough to successfully attack/capture the other System. If the unrepresented System has a defense fleet then a war will ensue between the two powers.

Once a Representative has obtained a fleet required, they must then notify the Council of their intentions by posting a Council Proposal and wait until he or she has gained approval before they takeover a System. A Representative may not expand into an already represented system unless a war or compromise results.

The Representative must then take into account the assimilated System's budget preferences. The assimilated System might also contain one infastructure, chosen by the Speaker. The size of the original system also changes to include the new territory: S+S=M, S+M=L, M+M=XL or L+S, L+L=3XL, L+M=2XL. (In other words S=1, M=2, L=3, XL=4, etc.)


A few after thoughts. By the time we amass a large enough fleet our technology should be to the point that we don't need the other expenses in the my last proposal. The only cost is the aftermath.

Proposal: Tracking Planetary upgrades

Create two new columns in the GNDT headed "Inf" (for Infrastructure) and "SF" (for "Star Fleet").
  • the "Infrastructure" column would be a comma-separated list of the Infrastructure that has been constructed on the Representative's planet so far. at this time the options would only include "Mining Complex", "Combat Shipyard" and "Trade Shipyard", but this selection could easily be expanded upon once new Infrastructure options become available.

  • the "Star Fleet" column would be a comma-separated list of the type and quantity of ships that are in the planet's Star Fleet. the options at this time would only include Trade Ships, but as with Infrastructure this selection could easily be expanded upon once new options become available

I'm proposing this because I've just bought a Mining Complex in order to get my planet's industry back up and running, but found that there's no place to document the purchase!

Proposal: Tax? (semi-)[Trivial]

In rule #15, change "Tax from this system is increased by 50% (rounded up)." to "Returns on the 'Industry/Business' portion of the budget are increased by 50% (rounded up)."

e.g. if my 'I' preference is 40%, the final budget's 'I' is 30%, and I have 'x' Mining Complexes, I would get 1.5^x*(3*3) MCr.
