Council Proposal: Verthandi exploration and claim for the Planet Carolina

Greetings, fellow Representatives.

The Verthandi people would like to announce that they have started exploration of the planet Carolina, and are currently surveying it for mining possibilities.

We hereby stake our claim on this fine planet, unless a majority of the Council says otherwise.
