Proposal: further OH&S amendment (trivial, and hopefully the last)

NB: "Proposal: Suggested OH&S amendments (trivial)" has a quorum, but has not been enacted. Assuming it does not garner a last-minute veto, I wish to propose the following:

to rule #22, after "When a Civilian leaves the Factory for a rest period, OH&S regulations state that they are not allowed back onto the premises for another 8 hours" add:

Any Citizen caught returning to the Factory before the regulated 8 hour break period is over shall be returned to their place of residence, and fined 15 credits.

Illegal Proposal - Est already has two non-Trivial proposals pending. (Under Rule 2, a Player with two non-Trivials pending cannot make any proposals. Sorry.)
