Proposal: Governmental OH&S Duty

Add to rule 22 :

During an OH&S inquiry one or more Government Citizens must be present within the site that is being investigated. If the investigator is not the Emperor then for every 8 hours that the Government Citizen spends investigating the site, the Emperor must pay that Citizen a wage of 10 credits.
