Proposal: Teaching the Citizens

Alter Rule 21, "Locations" to add "The School":

The School. (The Emperor may not enter the School to avoid distracting it's students.

Alter Rule 20, "Career Options" to include a fifth branch of employment, "Academic":

Teachers get 10 credits for each of the Emperor's subjects that are present there for at least six hours, once per day, up to five days per week.

Alter Rule 20, "Career Options" to add:

Any player, except the Emperor, may claim 5 credits, once per day and up to five days per week, if they have been present in the School for the previous six hours.
