[Trivial] Proposal: Voting

In order to avoid erroneous voting and provoke more thought and consideration when voting I suggest that the following be added to Rule 4:

Those who vote FOR or AGAINST any proposal must provide a reason for doing so. If a fellow citizen has provided a praise or critique that is eloquent and thorough it is sufficient to merely second that citizen's praise or critique. Voting IMPERIAL is the same thing as seconding the Emperor's praise or critique. Failure to provide a reason for one's vote shall result in a fine of Three(3) credits.
