Proposal : E-Z Vote-o-Matic [Trivial]

[ Quorum's getting high enough to start jamming the proposal queue over disputed proposals. Maybe we should relax the voting rights for silent Civilians a little... (Not Citizens, just Civilians.) ]

To Rule 4, add the sentence:-

If a Civilian has not yet cast an explicit Vote on a Proposal, their Vote is counted as IMPERIAL.
