Call For Judgement: Fine for not voting after 48 hours

Trying to be a law-abiding citizen, I appropriately fined Ben 10 credits (from 55 to 45) for failing to vote within 48 hours on pending Proposal: "Teaching the Citizens," as per Rule 7 of the Ruleset.

He responded by altering his score back to 55 (from 45) with this explanation: "You can't fine after the proposal ceases pending. CFJ if you disagree with that, of course, the rule's a bit ambigious."

Yet Rule #7 states:
"If a Proposal has been pending for more than 48 hours, any Citizen who has been a Citizen for 48 hours, who has not yet cast a vote on that Proposal may be fined 10 Credits, by any Citizen, provided that they have not already been fined 10 Credits for not voting on that Proposal."

There is no time limit in which to fine a player who fails to vote, therefore I would like a Call for Judgment on this matter. If you agree that the Rule was followed correctly, please vote in favor. If we can't enforce rules that are already passed, how can we expect the game to progress?

If this passes, I would like to attach, "This fine may be imposed within a week of the pending proposal being enacted or failed." to Rule #7 to prevent anyone from receiving fines months or years down the road.
