Enact a new rule "Telescreen"

Any citizen who does not post an entry to their personal weblog for three (3) consecutive days will be fined 10 credits.

When a day occurs that all active citizens [excluding the Emperor] post an entry to their respective personal weblogs, the Emperor will award each active citizen with a 3 credit stipend from his personal finances for their accordance to CCTV surveillance and proven loyalty to the government.
