Proposal: Vent your Anger

Enact a new rule, "Two Minutes Hate":

Once per week, at any time during the week, the Emperor create a post entitled 'Two Minutes Hate' with any content he desires. If any Citizen adds a response of at least 30 words within 24 hours of the creation of said post, the Emperor can award them 2 credits for every pending proposal in the proposal queue. In additon, Citizens cannot be punished for thoughtcrimes occuring in their responses to the Two Minutes Hate.
