to Rule #21 - Locations, add:

The Bank. For a fee of 5% (rounded up), Citizens may use the Bank to transfer credits from their own account to others. In order to perform a transfer a Citizen must move to the Bank, remove the desired amount plus the 5% fee from their own credit tally, and add the desired amount to the credit tally of the Citizen they wish to receive the transfer. The Citizen may not reduce their credits to a negative value during this process, nor can Citizens with negative credits initiate a transfer.
