Proposal: Corollary clause (Trivial)

In order to encourage scientists to think of new ideas, rather than updating old ones, in Rule #20: "Career Options" replace the paragraph beginning "Scientists get 25 Credits" with:

Scientists get 25 Credits (instead of 10) when a non-Trivial Proposal of theirs passes. Scientists lose 5 Credits (instead of 2) when any type of Proposal of theirs fails.
