[ In light of the overlooked Branch Transfer Applications, maybe we should require them to be weblog postings. ]

In Rule 20 (Career Options), replace the second paragraph with:-

A Citizen may apply for transfer to a different Branch by posting to the BlogNomic weblog with such a request. Any Government Citizen may, in comments, stamp this application with a FOR or AGAINST stamp (if it has not already been stamped) and, if stamping in favour, reassign the Citizen to their requested Branch.
