Proposal : CCTV in Operation [Trivial]

Enact a new Rule, "CCTV in Operation":-

All Citizens are encouraged to place the following HTML in the template of their weblog (excluding Citizens who are unable to edit their templates):-

<A HREF="http://blogspot.blognomic.com"><IMG SRC=http://kevan.org/gndt/cctv.jpg WIDTH=50 HEIGHT=77 ALT="This weblog is under surveillance by the Government of BlogNomic."></A>

Any Citizen who is suspected of being able to edit their template, but has not inserted the above HTML, may be given a 10 Credit fine by any Goverment officer. (Unless they have already been fined on that day.)
