Proposal: The Emperor's Party (revised)
Enact a new Rule, "The Party":-
So, as a synopsis: A's are gov't officials who are in charge of admittance and paid w/ split fees; B's are the only Party members who can Propose new rules, edits, and the like; and C's earn 1 credit for each FOR or AGAINST vote. It is likely that an edit would consist of B's getting paid more for successful propositions, but that's not included in this initial proposal.

Members of the BlogNomic weblog may, at any time, choose to align themselves within the infrastructure of the party system by stating in a comment that they wish to join The Party. Government citizens will be responsible for acknowledging and changing the status of the citizens to the appropriate party. Any citizens who requests admittance to The Party and is not granted it by a government citizens within 48 hours of request will be awarded 5 credits from each government citizens credit stock and be admitted to The Party by changing their own status. This will keep government citizens on their toes to keeping watch on each proposal's comments.
Active members of The Party exist under a higher law(ruleset) of the Emperor. Such members will be immune from Thoughtcrime relating to their personal weblog, but still exist under thoughtcrime applied in BlogNomic.
To remain an active member in The Party, one must pay a weekly party fee of 10 credits to the Emperor. If such fee is not received once per week, the Emperor may relinquish the member of all duties affiliated with The Party.
New members of The Party will be placed in a class of their choosing (either B or C, unless they're gov't citizens) upon admittance. The hierarchy will be set as follows :Class A Party members are those who reside in the Imperial Palace (and thusly are employed in the Government Branch). These individuals are in charge of admitting new members into The Party and will earn pay derived from the equal splitting of party membership acquired from members, split between government citizens.Class B Party members may propose revisions of the current ruleset in which only other individuals of The Party may vote.Class C Party members are the default member class of the Party. The advantage of being in class C, and thus having less privileges than the other classes, is that for each proposal initialized by a Class B member, and voted on by a Class C member with a vote of FOR or AGAINST (not Imperial), the Class C member earns one (1) credit.
