Proposal: A way to encourage voting on proposals (trivial) [Law]

If I recall correctly, a similar thing was in place when I first joined Blognomic.

Anyway, add the following sentence to the end of Rule 6 - Enactment

Whenever an admin enacts or fails a rule that has been pending for more than 48 hours, he/she has the option of deducting 5 Status from the accounts of all active Persons who did not vote on the proposal.

I think I phrased it to prevent partisanship... so the admin can't say "i fine you, but not you" etc.
