Proposal: Drafts [Universal] [Trivial]

Add to the end of rule 4 the following:

Any person may make a post to blognomic with a title starting "Draft: ". In this post they can discuss a proposal that they are planning. Persons may indicate their support or disapproval of this planned proposal, but are not required to. Drafts are not proposals."

This way, we won't have so many "comments before voting", delaying voting for ages.
