Proposal : Unruliness [Trivial] [Universal]

[ Much as I enjoy the pun of the "Mob Rule", the distinction between Law Rules and Mob Rules isn't actually proving to have much potential. It'd be useful for the "Jobs" that Joranj was suggesting, but I can't imagine much else - we might as well just tack on a couple of "This rule may only be amended by a Law Proposal" clauses, instead of keeping track of a defined Law/Mob state for every single Rule. ]

Rename Rule 12 (Law and The Mob) to "Law and Mob Proposals", and reword the first paragraph to:-

All Proposals are either Law Proposals or Mob Proposals - they should have either word in brackets, after their titles. If no such signifier is specified, or if both are specified, they default to "Law".

[ Edited at 19:54 to be a 'Universal' Proposal. I'd missed that "Some Laws are Higher Than Any of Us" caused unspecified-type proposals to become completely invalid. Bah. ]
