Proposal : Field Promotion

In Rule 26 (Ministry of Peace), replace:-

If a target Nation becomes compliant, then every Military player gains 10 Credits.

with:-

If a target Nation becomes compliant, then the poster of the DoW is promoted by one Level, if possible. In addition, he or she may choose to promote any number of Military personnel by one Level, where possible. (Sergeant-Majors may be promoted to Lieutenants.)

Also, remove the paragraph beginning "Military Officers advance by taking courses at the academy" from Rule 20 (Career Options).
