The Illuminatus who controls the Organisation Fox News Channel may alter the Reality Index of any Organisation by spending 3 Influence per point added or subtracted. The sum of these Reality Index changes to all Organisations in a given week cannot exceed the Reality Index of the Fox News Channel.

("spending" means removing Influence which that Illuminatus currently has -- no deficit spending.)
