Proposal : Road Tax

[ This proposal is actually by Kevan; Blogger hasn't been letting me log in to BlogNomic for a few days now, but I've remembered I had the BlogNomic robot set up. I'll sort things out properly when I've got a bit more time... ]

In Rule 23 (The Highwayman), replace:-

"Once per week, the Highwayman may take 25 Gold from any player and give that 25 Gold to any other player."

with:-

"Once per week, the Highwayman may take one tenth of a Player's Gold (rounding down), and give it to any other Player."

[ 25 Gold wasn't very much at the end of the last round, but is a hefty amount now that we've all started at zero again. ]
