Proposal: Clarification of Planetary Council [Trivial]

In order to clarify the in the last two sentences of the first paragraph in Rule 14, Planetary Council. I propose we replace: 'successful Council Proposals.'
With: 'successful Council Proposal."

And to rephrase the last sentence in paragraph one to read:

'Quorum for a Council Proposal is equal to half the number of Representatives, rounded down +3.'
