Create a new Superpower Entitled Meteo

Meteo does nothing. The winner of the bidding on meteo is awarded 1 power. Any admin may delete the power Meteo from the ruleset, and remove it from any heros list of powers at any time.

This requires a little explaination. Hix's proposal whos title is a bid "I bid 1 for Meteo" , is technically a valid bid on a power called meteo. There is no requirement to bid in the comments. Since soon noone will be able to post a bid that "appears lower" than his, he would be gaurinteed that power for a cost of only 1.. And if he proposed it in a gamebreaking way.. that would be the dynasty.. This proposal gaurintees he is awarded the power, and once his "bid" has left the active page, it will no longer be a threat. The award of 1 power is to counteract what he is paying, since he might not have been planning this.
