Observation: 50/50 Ties

The ruleset doesn't deal with perfectly tied voting on a timed-out proposal. There has to be >50% FOR to pass and >50% AGAINST to fail. An even split would result in deadlock that would stall the queue until someone change their vote. It is an interesting twist I hadn't seen before and I thought worth sharing.
