Notice: Current T is 13

I've done a balance for the T clock, and it downs to:

- Smith passed Proposal: ...AWOL at 05/11 02:42 AM (15)
- Rodney posted a T=T+1 at 05/11 10:04 PM (16)
- The Clock ticked (T=T-1) at 05/12 02:42 AM (15)
- Gobleteer posted a T=T+1 at 05/13 02:00 AM (16)
- The Clock ticked (T=T-1) at 05/13 02:42 AM (15)
- The Clock ticked (T=T-1) at 05/14 02:42 AM (14)
- Rodney posted a T=T+1 at 05/14 07:08 PM (15)
- The Clock ticked (T=T-1) at 05/15 02:42 AM (14)
- The Clock ticked (T=T-1) at 05/16 02:42 AM (13)

I've also added this text, in italics (so it has no legal effect whatsoever), to rule 28:

Add a timer on the side bar of the front page titled "Euclidean Space in: T days", to be placed beneath "Oldest pending proposal". Set T to 15. Each day after the passage of this proposal, decrement the value of T by one. The proposal was enacted, and so the clock ticks at 02:42 AM

It's only to remember us of the ongoing effects of Proposal: ...AWOL.
