notice: puzzler rule still exists

The Illuminatus Rex pointed out that rule 34 - Puzzler Sequences was NOT revoked in his dynastic house-cleaning. I have put it back in the ruleset with the revelant key words replaced, but my labors may soon be reversed with a proposal to repeal it, since the rule still references gamestate items from last dynasty: logic and vitality.
