Proposal: Consensus is Honorable

I humbly submit that the following text be appeneded to rule 11:

If a Disciple votes FOR a proposal, and that proposal passes, then the Disciple may increase their honor by 5 within 24 hours of the proposal's passage. If a Disciple votes AGAINST a proposal, and that proposal fails, then the Disciple may increase their honor by 5 within 24 hours of the proposal's failure. For the purposes of this paragraph, DEFERENTIAL votes are not considered votes.
