Proposal: Cost Analysis

Within the GameBoard;
a) The point cost to occupy an empty square is the point average of all active players divided by 3.
(right now the average is 307 so the cost per square is 103)
b) The point cost to occupy a square owned by an active player is 1/4 of that Player's total points.
(Kevan has 741 points, to buy out his square would be 186)
c) The point cost to occupy a square owned by an idle player is 1/8 of that players points.
(Ben has 301 points, to buy out his square costs 38 points)

When determining cost, points always round up to the nearest whole number. Points are not exchanged between players (I would not pay Ben 38 points, I would simply subtract the points from my total). If players wish to buy or sell squares they may do so at their own discretion.
