Add to Rule 11, before the final paragraph:-

The Head of a Department may reassign a member of their staff at any time, by paying 20 Dignity and posting a memo to that effect - a reassigned employee is immediately removed from the Department, and all of their non-portable Stuff is returned to storage.

Add to the description of the "Clutter" Stuff:-

Clutter is portable.
