Proposal: Change of term "non-trivial" [Trivial]

Change all instances of "non-trivial" in the ruleset to "Substantive," and change the second paragraph of rule 4:

(A Teamsperson can state in his Proposal's title that the Proposal is Trivial, if they feel that it only makes minor changes, or is otherwise unworthy of reward.)

to read:

(A Teamsperson can state in his Proposal's title that the Proposal is Trivial, if they feel that it only makes minor changes, or is otherwise unworthy of reward. All proposals not specified as Trivial are Substantive. This does not withhold Teamspersons from voting that a Substantive proposal is Trivial, if they are allowed to do so elsewhere in the rules.
