This is free, and allows them to move a Paper from their Inbox to another Teamsperson's Inbox, provided that that Teamsperson has a lower or equal Dignity.

If this proposal fails, I suggest someone else impliments the following, as it prevents and infinite Dignity scam (although there's a 200 cap, I still like to iron these things out) - add the following to Claim Credit:

Each Teamsperson may only claim credit on each specific paper once per day.
