In the ATP rule, change

Every strain has an ATP level, which is tracked in the GNDT.

to

Every strain has an ATP level, which is tracked in the GNDT. No action may be taken which results in a negative ATP level.

If this Proposal passes, Chronos shall gain no Size reward for authoring or enacting it.
