Proposal: Powerless Figureheads [Trivial]

In the rule Audiences change the first sentence to begin:

Warlords with non-zero Reputation and non-zero Power may request Audiences...

So Warlords with no Reputation or military Power are not taken seriously enough to Join Alliances, Banish Warlords, create or repeal Tributes and the like, but they are still Warlords for most rules - making Proposals, Voting, creating and leaving Alliances.
