Proposal: Default Priority

[It would be useful to have a default method to handle conflicts in the ruleset like the one addressed by the last Call for Judgment. If rule A contradicts rule B, how do we decide which to follow?]

If a majority of Valid Votes FOR this proposal are accompanied by comments indicating a preference for "version A" then add this to the Glossary:
If the ruleset contains contradictions, a restrictive interpretation is applied to resolve them: if a rule restricts an action, unless otherwise specified, it takes precedence over any rule which would permit that action; and if an action would cause contradictory effects, then that action cannot be taken.
If a majority of Valid Votes FOR this proposal are accompanied by comments indicating a preference for "version B" instead add this to the Glossary:
If the ruleset contains contradictions, a permissive interpretation is applied to resolve them: if a rule permits an action, unless otherwise specified, it takes precedence over any rule which would restrict that action; and if an action would cause contradictory effects, then any conflicting effect of choice may be ignored and the remaining effects applied.

[With the restrictive interpretation, being in Position X does not allow a Burnt Muffin to choose Tropical Flavor, with the permissive interpretation, it does.

Another consequence of the permissive interpretation would be that a Burnt Muffin could declare victory, unless the victory condition specifically excluded them, or the ruletext was re-written as: "A Burnt Muffin may not declare victory, even if another rule would allow it."]
