In Rule 11, replace "provided that that Organisation is not currently under the control of another Illuminatus" with "provided that that Organisation has not already been created earlier in the game".

[ Cheaply recreating destroyed groups and automatically getting their powers seems a bit unfair. The Decepticon Fleet would be quite a welcome police force against over-powered organisations, but allowing their controller to create 12-Influence copies with the self-same over-powered abilities is a bit much. ]
